Indonesia's Customs and Excise See Revenue Hike by 9.6% in Q1 2025

TEMPO.CO, Jakarta - The Directorate General of Customs and Excise in Indonesia reported a 9.6 percent rise in customs and excise revenue during the first quarter of 2025. Over this period, the total revenue reached Rp77.5 trillion.

"[This increase was] driven by the increase in export duties and excise tax collections," said Director General of Customs and Excise, Askolani, during a meeting with Commission XI of the Indonesian House of Representatives at the Parliament Building on Wednesday, May 7, 2025.

Askolani explained that the revenue comprised three main parts: import duties totaling Rp11.3 trillion, export duties amounting to Rp8.8 trillion, and excise taxes reaching Rp57.4 trillion. Notably, revenue from import duties saw a decrease of 5.8 percent compared to the same period in the previous year, which stood at Rp12 trillion.

Several factors influenced this revenue, including the value and amount of imported goods, the prices of commodities, government regulations, and improvements in service and surveillance within the agency.

Specifically, the revenue from import duties was supported by commodities such as natural gas, rice, sugar, cars, and spare parts for motorcycles and cars. "The decrease in import duty revenue in 2025 is attributed to lower import duties on food commodities and motor vehicles, resulting in a 5.8 percent decline," Askolani clarified.

Furthermore, the Rp8.8 trillion in export duty revenue was driven by increased Crude Palm Oil (CPO) prices and copper export policies. Revenue from CPO products saw a significant growth of 1,145.7 percent, while copper revenue decreased by 76.6 percent.

Regarding excise revenue from tobacco products, it reached Rp55.7 trillion in the first quarter of 2025, marking a 5.6 percent increase due to shifts in payments before Eid, despite a 4.2 percent decrease in production. "Revenue is potentially declining due to the absence of a tariff increase in 2025 and the ongoing phenomenon of downtrading," Askolani noted.

During the first three months of this year, the Directorate General of Customs and Excise also handled 2,929 cases related to tobacco products, with a total value of Rp367 billion. Additionally, 257.27 million cigarette sticks were destroyed during this period.

Moreover, excise revenue from alcoholic beverages (MMEA) totaled Rp1.5 trillion, a 6.6 percent decrease compared to the same period last year. "The realization of MMEA excise is influenced by the decrease in domestic production," Askolani clarified.

In the MMEA sector, the Directorate General of Customs and Excise also handled 515 cases with a total value of Rp17.8 billion throughout the first quarter of 2025.
