Indonesian DPR to Draft Omnibus Law on Political Bills in 2025

TEMPO.CO, JakartaThe Indonesian House of Representatives (DPR) is set to begin drafting an omnibus law on various political bills in 2025. The House’s Commission II Chair, Rifqinizamy Karsayuda, said the initiative is one of the targets for the Commission, which oversees elections, political affairs, and domestic governance.

“We have sent a letter to the DPR leadership and the Legislative Body to draft one of the Political Law packages, known as the Omnibus Law on the Political Bill,” stated Rifqi during a year-end press conference at the parliament building complex in Senayan, Central Jakarta, on Monday, December 30, 2024.

Rifqi explained that the omnibus law will consolidate several regulatory clusters related to politics and elections into a single piece of legislation. In general, the bill will contain regulations concerning political parties, general elections, regional elections, and disputes arising from election results. “We will discuss the contents in detail internally,” he added.

He could not yet confirm whether potential changes to the regional head election system would be addressed within the omnibus law. Reflecting on the 2024 regional elections, he noted that the implementation proceeded without significant technical hurdles.

However, Rifqi acknowledged persistent shortcomings, including high political costs, issues surrounding the neutrality of the state civil apparatus (ASN), and the politicization of social assistance programs. “There are indeed shortcomings, and we continue to conduct evaluation,” he affirmed.

Dede Yusuf, Deputy Chairman of Commission II from the Democrat Faction, emphasized that his side would gather input from diverse groups regarding the possibility of modifying the regional election system. He claimed he would rush taking any steps to alter the current system of direct elections to one where regional heads are elected by the Regional People's Representative Council (DPRD).

“We are listening to input from the public, NGOs, and observers to see what the impact will be if we do A or B or C,” Dede explained.
