Indonesian Government Proposes Instrument to Manage International Royalties

TEMPO.CO, Jakarta - The Indonesian government has proposed an international royalty instrument through the World Intellectual Property Organization (WIPO). Minister of Law Supratman Andi Agtas said that this proposal of royalty instrument is called 'The Indonesian Proposal for a Legally Binding Instrument on the Governance of Copyright Royalty in Digital Environment'.

"This initiative is actually encouraged, one of which is for the progress of our music ecosystem," said Supratman in his written statement on Wednesday, October 15, 2025.

According to Supratman, this proposal does not contradict the legal framework regarding royalties that are already in place in other countries. He claimed that this proposal actually supports WIPO member countries that are also subject to royalty distribution.

The politician of the Gerindra Party said that the success of this proposal from the Indonesian government depends on multilateral, regional, and bilateral diplomatic movements. The proposal was submitted together with the Ministry of Foreign Affairs, the Ministry of Culture, and the Ministry of Creative Economy.

Head of Policy Strategy Agency Andry Indrady said that the proposal has three main points. First, governance of royalties through the WIPO global framework consisting of phonogram and audiovisual documentation management, facilitation of licensing processes and royalty collection, as well as strengthening supervision in royalty distribution.

Second, an alternative royalty distribution system based on users or user-centric payment. This proposal also opens up space for other alternative models that can provide proportional incentives.

And the third pillar is the strengthening of collective management institution governance through the standardization of WIPO member country governance that is legally binding, as well as encouraging cross-border royalty management through collective management institutions.
