TEMPO.CO, Jakarta - Indonesian Presidential Chief of Staff Muhammad Qodari stated that the plan to increase the salaries of civil servants (ASN) cannot be confirmed yet. The plan for the salary increase was previously outlined in Presidential Regulation (Perpres) No. 79 of 2025 regarding the update of the Government Work Plan (RKP) for 2025. This regulation was stipulated and has been in effect since June 30, 2025.
"Until now, the policy for the salary increase cannot be confirmed," Qodari said at the Presidential Palace complex in Central Jakarta on Monday, September 22, 2025.
Qodari mentioned that past experiences indicated that several policy plans in the RKP might not be immediately implemented when the RKP year is issued. He cited the policies on the sweetened beverages tax (MBDK) and carbon tax as examples. Qodari did not specify the year when the RKP for these policies was issued. He only mentioned that the plans for MBDK and carbon tax policies were not immediately implemented when the RKP was issued.
Qodari stated that the policy for increasing ASN salaries has also not been discussed by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan RB) with the Ministry of Finance. Moreover, the policy for the salary increase was only implemented last year. The policy refers to Government Regulation (PP) Number 5 of 2024 and Presidential Regulation (Perpres) Number 10 of 2024. "So, the last increase was just last year," he said.
Qodari also explained the need for salaries for 4.7 million ASN. Currently, around Rp178.2 trillion per year is needed to pay ASN salaries. This amount does not include allowances and holiday bonuses. Qodari imagined that with just an 8 percent increase, a minimum additional amount of Rp14.24 trillion would be needed in the RKP.
"Basically, a salary increase like in 2024 would require a minimum additional amount of Rp14.24 trillion in the RKP," he said. Therefore, Qodari mentioned that a salary increase requires financial calculations and a better financial condition.
The Ministry of State Apparatus Empowerment and Bureaucratic Reform previously stated that there have been no discussions regarding the salary increase for civil servants (ASN).

Meanwhile, the plan for increasing salaries for ASN is outlined in Presidential Regulation (Perpres) No. 79 of 2025 regarding the update of the Government Work Plan (RKP) for 2025. This regulation was stipulated and has been in effect since June 30, 2025.
The details of the salary increase are contained in the annex of this regulation. The salary increase is included in the eighth program for achieving the best and fastest results in the RKP 2025. The salary increase is ranked sixth in the program. "Increasing the salaries of ASN," as quoted in the annex of Perpres 79 of 2025, cited on Sunday, September 21, 2025.
The salary increase primarily applies to teachers, lecturers, healthcare workers, and counselors. In addition to these groups, the salary increase applies to members of the Indonesian National Police, the Indonesian National Defense Forces, and state officials.
In the annex of Perpres 79 of 2025, Prabowo mentioned the implementation of a total reward concept based on ASN performance. This concept aims to improve the welfare of ASN in a fair, reasonable, and competitive manner. It is expected that giving total rewards will improve the welfare of ASN and create an adaptive bureaucracy. The total rewards are reflected in salary, awards, and a merit system index discipline aspect of 67 percent. The performance management index aspect has a 61 percent merit system.
The implementation of these total rewards is carried out through the implementation of awards and recognition management for ASN, as well as the implementation of ASN performance management systems.
