List of New Rules for Foreigners Visiting Bali

TEMPO.CO, Jakarta - In a move to preserve order on the island known as one of the world’s top tourist destinations, the Provincial Government of Bali has issued a series of regulations aimed at foreign visitors. The policy was introduced in response to the increasing number of violations committed by international tourists in Bali.

The Bali administration issued Circular Letter (SE) No. 7 of 2025 on March 24, 2025. The circular outlines a new code of conduct for foreign tourists. Through the directive, Governor Wayan Koster established a set of obligations, prohibitions, and penalties for foreign nationals who violate the rules.

The governor noted that a similar circular had previously been issued in 2023. However, its implementation required adjustments in light of developments over the past year and a half during which he was on a temporary break from his gubernatorial post.

Below are several of the new rules for foreign tourists visiting Bali, as reported by Antara:

1. Respect for Sacred Sites and Traditions

Tourists are required to show respect for the sanctity of temples, religious effigies (pratima), and other sacred symbols. The new circular mandates that foreign tourists dress in a modest, appropriate, and respectful manner, especially when visiting sacred sites, tourist attractions, public areas, and while engaging in activities throughout Bali. In addition to appropriate attire, tourists must behave respectfully in temples, tourist areas, restaurants, shopping centers, roadways, and other public spaces.

2. Mandatory Tourism Levy

Foreign visitors are required to pay a fee of Rp150,000 either prior to their departure or during their stay in Bali.

3. Licensed Tour Guide Requirement

Upon arrival in Bali, foreign tourists must be accompanied by a licensed tour guide who understands the local environment, customs, traditions, and cultural wisdom of the Balinese people.

4. Currency Exchange and Payment Rules

When making transactions, foreign tourists are required to exchange currency at officially licensed money changers (KUPVA), whether operated by banks or non-bank institutions. Transactions must be conducted using the Indonesian Standard QR Code and be paid in rupiah.

5. Traffic Compliance and Driving Conduct

Governor Koster emphasized that foreign tourists must obey Indonesian traffic laws. This includes possessing a valid international or national driving license, adhering to traffic regulations, dressing appropriately, wearing helmets when riding motorcycles, and avoiding driving under the influence of alcohol or illegal substances.

6. Authorized Accommodation

Tourists must stay at licensed accommodation providers and comply with any specific rules in place at the respective tourist attractions or for the activities they participate in.
