
TEMPO.CO, Jakarta - Transportation Minister Dudy Purwagandhi has threatened to revoke the business licenses of "over dimension overload" (ODOL) truck users if they commit fatal violations. Dudy explained that the licensing authority is currently under the Ministry of Investment and Downstream Industry/BKPM. However, he has sought approval to take action in the event of fatal violations.
"We have conveyed that in the future, if there are matters related to ODOL violations, we can revoke the business permits, especially in the event of accidents that result in casualties," said Dudy to reporters in Jakarta on Wednesday night, March 5, 2025.
Furthermore, as a mitigation measure, Dudy stated that his ministry will conduct ODOL enforcement operations. He also requested the Transportation Agency in regencies/cities to tighten vehicle inspections or roadworthiness tests.
According to Dudy, ODOL enforcement cannot solely rely on weighbridges that are only available on arterial roads. Meanwhile, ODOL trucks also pass through toll roads.
Additionally, Dudy admitted to having coordinated with the Ministry of Trade and the Ministry of Industry regarding ODOL trucks. He claimed that there is a shared understanding that overloaded trucks must be regulated.
"Previously, there was some kind of commitment that by 2023, there would be zero ODOL trucks, but due to certain circumstances, that commitment did not materialize as expected," said Dudy. "We are trying to remind again of that commitment."
Dudy targets a massive crackdown on overloaded trucks during the 2025 Eid holiday, so that their numbers can truly be reduced. In the meantime, with existing operations, he hopes that transportation service providers will be more compliant in terms of safety by reducing ODOL trucks.
"The ODOL operation (for now) is not massive because of the Ramadan atmosphere, where the distribution of goods is quite high," he said.
Previously, the Ministry of Transportation's spokesperson Elba Damhuri stated that there is already legal umbrella regulating ODOL vehicles.
These regulations include Law Number 22 of 2009 concerning Road Traffic and Transportation and Government Regulation Number 55 of 2012 concerning Vehicles. The regulations set limits on vehicle loads and dimensions.
Regulations regarding overloaded trucks are also stipulated in Minister of Transportation Regulation Number PM 134 of 2015 concerning the Implementation of Motor Vehicle Weighing on Roads and Minister of Transportation Regulation Number 60 of 2019 concerning the Determination of the Procedure for Determining Vehicle Types and Functions.
"The Ministry of Transportation has a Motor Vehicle Weighing Enforcement Unit (UPPKB) that carries out the task of supervising cargo loads, to implement these rules," Elba said via messaging application to Tempo, Thursday, December 26, 2024.
However, Minister of Public Works Dody Hanggodo referred to the issue of overloaded trucks as a complex problem. He stated that this issue is not only a challenge for the Ministry of Public Works and the Ministry of Transportation, but also involves other institutions in the economic sector.
"ODOL trucks is a dilemma," said Dody when inspecting the truck accident site at GT Ciawi 2 on Wednesday, February 5, 2025.
According to Dody, enforcing the operational ban on ODOL vehicles is not an easy matter. Because if ODOL trucks are prohibited, it will result in inflation or an increase in logistics costs. However, if left unchecked, it will cause road damage and traffic accidents.
"Take road damage, for example, ODOL trucks cause additional costs for the road preservation budget, which is scheduled five times a year. The same goes for national roads," said Dody.
