One Year of Prabowo-Gibran: Celios Releases Ministerial Performance Rankings

TEMPO.CO, Jakarta - The Center of Economic and Law Studies (Celios) has released the results of a survey assessing the one-year performance of the administration of Indonesian President Prabowo Subianto and Vice President Gibran Rakabuming Raka. Celios revealed that the respondents gave an average rating of 3 out of 10 for the one-year-old Prabowo-Gibran administration as of October 20, 2025.

In the survey, Celios used an expert judgment approach by asking 120 journalists from 60 media organizations. "The average rating is 3 out of 10," said Celios researcher Media Askar during a press conference to launch the Celios survey results on Sunday, October 19, 2025.

In addition to the president's and vice president's performance, Celios surveyed the performance of the ministers in the Red and White Cabinets. Celios employed two different survey approaches. In the first survey, Celios used the expert judgment approach and asked 120 journalists from 60 media organizations.

Meanwhile, in the second survey, Celios managed to gather 1,338 respondents from urban and rural areas. Celios surveyed the respondents from September 30 to October 13, 2025. In both surveys, Minister of Energy and Mineral Resources Bahlil Lahadalia received the worst rating. "The first one that needs to be reshuffled is Bahlil," said Media.

In the survey, Celios asked the respondents to rank the three worst and three best ministers in the Red and White Cabinets. The results were totaled as minus points for the worst-ranking ministers and plus points for the best ministers.

The best to worst rankings in the Red and White Cabinets are as follows:
