Online Motorcycle Taxi Unions Go on Strike Today, Demanding THR

TEMPO.CO, Jakarta - Hundreds of online motorcycle taxi drivers will hold a rally in front of the Ministry of Manpower Office, Jakarta on Monday, February 17, 2025. The demonstration will bring several demands related to the welfare of online drivers such as online motorcycle taxis (ojol), online taxis (taksol), and couriers.

This demonstration will be followed by a strike. Online drivers will carry out a mass off-bid action or turn off the application so that travel orders cannot be received for a full day. One of the demands brought by this action is the certainty of holiday allowances (THR) from platform companies that provide online transportation services.

Online drivers are asking the Ministry of Manpower to take part in ensuring that companies pay THR to them. "We continue to demand the promise of the Ministry of Manpower to make THR regulations for ojol, taksol, and couriers," said the Chairperson of the Indonesian Transport Workers Union (SPAI) Lily Pujiati on Monday, February 17, 2025.

Lily said that the provision of THR for ojol, which has not been mandatory, has harmed drivers. Based on the Regulation of the Minister of Manpower Number 6 of 2016, companies are only required to provide THR to workers who at least have a Fixed-Term Employment Agreement (PKWTT) employment relationship. Online drivers are not considered required to receive THR because they have a partnership employment relationship with the application company.

On Eid al-Fitr 2024, the Ministry of Manpower only issued an appeal for application providers to provide THR for online taxi and motorcycle taxi drivers. The request was an appeal because there were no regulations requiring application companies to provide THR to drivers.

Lily assessed that the THR provisions should also be made to apply to online drivers. SPAI, she said, requested that the Ministry of Manpower issue regulations that stipulate the relationship between online drivers and companies as an employment agreement between employers and employees. "In making the regulation, the online motorcycle taxi workers' union was involved in a three-party meeting between the government, the union and the platform," she said.

That way, she said, the payment of THR for online motorcycle taxis should be able to be paid in the amount of one month's wages according to the minimum wage in each region and no later than 30 days before the religious holiday. "THR ojol is mandatory for platform companies such as Gojek, Grab, Maxim, Shopee Food, Lalamove, InDrive, Borzo and others," he said.

Changes in the working relationship between the applicator and online drivers will also provide greater welfare guarantees. Lily said the changes could allow ojol to get more decent wages as well as humane working hours, rest times, and leave.

Lily said today's action will take place in several cities. In Jakarta, he predicted that the action would be attended by 500-700 online motorcycle taxi drivers. Meanwhile, demonstrations will also be held in other cities, including Cilegon, Serang, Sukabumi, Tangerang, Bekasi, Karawang, and Bandung.
