TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto has granted rehabilitation to three convicts in the corruption case involving the business cooperation and acquisition between PT Jembatan Nusantara (JN) and PT ASDP. The three defendants are former President Director of PT ASDP, Ira Puspadewi; former Commercial and Service Director, Muhammad Yusuf Hadi; and former Planning and Development Director, Harry Muhammad Adhi Caksono.
State Secretary Minister Prasetyo Hadi divulged that the House of Representatives (DPR) requested for the president to exercise his right to rehabilitate the three convicts. The proposal was then discussed in a closed meeting between the President and his staff.
"The President has given his approval," said Prasetyo at the Presidential Palace, Jakarta, on Tuesday, November 25, 2025. Prasetyo said the head of state has signed the rehabilitiation letter today, which will be further processed according to existing laws.
According to Article 1 (23) of the Criminal Procedure Code, rehabilitation is "the right of a person to have his rights restored to their capacity, status, dignity and integrity ceded at the level of inquiry, prosecution or trial because of his arrest, detention, prosecution or trial without any reason based on law or because of a mistake."
In this case, previously, the Corruption Court of the Central Jakarta District Court had sentenced Ira Puspadewi to 4 years and 6 months in prison and imposed a fine of Rp500 million. Meanwhile, Yusuf Hadi and Harry Muhammad Adhi Caksono were each sentenced to 4 years in prison and fined Rp250 million.
Chief Judge Sunoto expressed a dissenting opinion. According to Sunoto, the defendants' actions did not mount to criminal acts, but merely business decision protected under the "business jdugment rule."
"The elements of the alleged corruption offense were not convincing," said Sunoto before reading the verdict last Thursday.
The anti-graft agency, KPK, previously accused the three executives of causing state losses amounting to Rp1.2 trillion while enganging in cooperation and acquisition of PT Jembatan Nusantara by PT ASDP Indonesia Ferry during the 2019-2022 period.
The three convicts were found guilty of enriching other parties through corruption, despite not proven to have received a single cent from the alleged crime.
Meanwhile, Deputy Speaker of the House Sufmi Dasco Ahmad said the parliament has received various complaints and aspirations regarding the issues at the ASDP, which has been investigated since July 2024. Upon review, DPR communicated with President Prabowo Subianto, who has at last signed the rehabilitation letter for Ira Puspadewi, Muhammad Yusuf Hadi, and Harry Muhammad Adhi Caksono.
