Pramono Anung Seeks KPK Oversight of Jakarta's Monorail Pole Issue

TEMPO.CO, Jakarta - Jakarta Governor Pramono Anung has formally requested the Corruption Eradication Commission (KPK) to oversee the resolution regarding the stalled monorail poles in the Rasuna Said area of South Jakarta. The Governor cited that the unused infrastructure has become a significant liability, frequently causing traffic congestion and accidents.

"Once the legal issues are fully resolved, and we have received the necessary clearance from the Head of the High Prosecutor's Office (Kajati), the Jakarta government will move forward with a plan to resolve the monorail issue," Pramono said at the KPK building on Thursday, October 16, 2025.

The Governor confirmed that the Jakarta Provincial Government plans to schedule the dismantling of the stalled monorail poles in 2026.

Governor Pramono Anung had previously instructed PT Adhi Karya Tbk. to dismantle the poles. He emphasized the importance of clearing all inactive construction sites, including locations for cable excavation and water resource projects, to alleviate the city's worsening traffic congestion.

Pramono revealed that, based on a district court decision and direction from the Deputy Attorney General for Civil and State Administrative Affairs, Adhi Karya is legally responsible for the dismantling, as reported by Antara on June 10, 2025. The Jakarta Provincial Government plans to send an immediate formal letter to Adhi Karya requesting them to execute the removal.

The Governor issued an ultimatum regarding the process: "If Adhi Karya then declares it is not capable of carrying it out, the Jakarta government will take action to clean up the structure itself."

The origin of the stalled monorail poles dates back to 2004, when the government, under President Megawati Soekarnoputri, aimed to modernize transportation in Jakarta.

The consortium of PT Jakarta Monorail and Omnico Singapore was appointed as the project executor, with construction commencing during the term of then-Governor Sutiyoso. The initial segment was designed to cover a five-kilometer route from Casablanca to Karet, featuring 14 stops.

However, construction stalled almost immediately. By 2005, foundation load tests on the Asia Afrika track ceased completely due to severe funding constraints.

Jakarta Monorail failed to secure the necessary additional capital because the government chose not to participate in the investment. Out of the total estimated project value of approximately US$670 million, the majority, around US$470 million, was sourced from foreign loans.

The project officially came to a complete standstill in 2007 when the subsequent Jakarta Governor, Fauzi Bowo, halted it due to the persistent lack of clarity regarding its continuation. In 2013, Governor Joko Widodo attempted to revive the project under a new name, the Jakarta Eco Transport (JET).

However, even this new initiative ended in 2015 after his successor, Basuki Tjahaja Purnama (Ahok), decisively stopped it. The final cessation was based on the contractor's demonstrated inability to meet a set of 15 contractual and operational requirements stipulated by the Provincial Government.
