Rorotan RDF Waste Processing Plant to Begin Operations in November 2025

TEMPO.CO, Jakarta - The Refuse-Derived Fuel (RDF) facility in Rorotan, North Jakarta, is set to become fully operational in November 2025. Currently, the plant, which processes waste into an alternative fuel source, is operating at minimum capacity during its trial phase.

Head of the Jakarta Environment Agency (DLH) Asep Kuswanto confirmed the full operational date, stating that the trial, which began on October 1, 2025, would conclude at the end of the month. "The RDF trial will continue until the end of October 2025, and starting from November 2025, the DLH plans for the RDF Rorotan to be ready for operation," Asep announced on Friday, October 17, 2025.

According to Asep, the trial has been conducted gradually. Initially, the facility processed 30 tons of waste per day. This capacity was then increased to up to 200 tons during the ongoing testing period. The Rorotan RDF Plant is reportedly the largest in the world, featuring three waste bunkers with a collective capacity of 2,500 tons per day. The facility is designed to process approximately 875 tons of waste every 15 hours.

To address prior community concerns, the RDF Rorotan has added emission control and odor removal devices. Earlier this year, nearby residents had protested against an unpleasant smell emanating from the facility during the initial trial phase.

Before the official trial in October, the RDF Rorotan management had already installed deodorizers to eliminate the odor that residents had complained about. Furthermore, the processing infrastructure has strengthened its exhaust gas control system.

The Jakarta Environment Agency also installed: a baghouse filter to sieve dust particles, a second wet scrubber to remove gas pollutants, a wet electrostatic precipitator to capture fine particulates and mist from exhaust gases, an activated carbon device capable of absorbing hazardous chemical compounds in exhaust gases, as well as an induced-draft fan to optimize the gas flow to the chimney.

Jakarta Governor Pramono Anung Wibowo announced his intention to invite the public to witness the commissioning process at the RDF Rorotan in North Jakarta. This open testing is meant to ensure the facility fulfills Jakarta's regulatory promises regarding waste processing.

"Improvements and refinements are continuously made because it is the responsibility of the Jakarta Provincial Government," Pramono stated.
