Transportation Ministry Maintains Public Transportation Subsidies Amid Budget Cuts

TEMPO.CO, Jakarta - The Ministry of Transportation will focus the 2025 budget on optimizing the public transportation services, especially maintaining the subsidies, including the Public Service Obligation (PSO) implementation.

"With the current allocated budget, implementation of subsidized public transportation services will be our priority focus at the Ministry of Transportation. Additionally, the ministry will prioritize the employee expenses," said Minister of Transportation Dudy Purwagandhi during a meeting with the House of Representatives Commission V in Senayan, Jakarta, on Thursday, February 13, 2025, as quoted from his official statement.

Dudy stated that in the last few days, his team has conducted a risk-based analysis of the 2025 state budget (APBN) entrusted to the Ministry of Transportation. Based on the analysis, he said all programs will be executed using the available budget.

"The Ministry of Transportation is committed to ensuring and optimizing the availability of affordable and accessible transportation services throughout Indonesia. We hope to carry out the 2025 budget to the best of our ability," said Dudy.

Based on the Minister of Finance Letter Number S-75/MK.02/2025 dated February 13, 2025, the current effective allocation of the Ministry of Transportation for the 2025 fiscal year is Rp17.725 trillion. The Ministry of Transportation will use this amount for 9 echelon-I unit organizations.

The budget is planned to be allocated as follows: General Secretariat amounting to Rp464.09 billion; General Inspectorate amounting to Rp85.48 billion; Directorate General of Land Transportation amounting to Rp3.14 trillion; Directorate General of Sea Transportation amounting to Rp7.32 trillion; Directorate General of Air Transportation amounting to Rp339 trillion; Directorate General of Railways amounting to Rp1.31 trillion; Transportation Policy Agency amounting to Rp71.01 billion; Human Resources Development Agency of Transportation amounting to Rp1.82 trillion; and Greater Jakarta Transportation Management Agency (BPTJ) amounting to Rp108.95 billion.

Following the Minister of Finance decree dated September 23, 2024, the ministerial budget has been slashed 43.66 percent from its total initial budget amounting to Rp31.45 trillion. Nevertheless, Dudy assures that the public will continue to receive optimal transportation services.

President Prabowo Subianto has issued Presidential Instruction Number 1 of 2025 on Spending Efficiencies in the Implementation of 2025 Fiscal Year State Budget and Regional Budget. Through this policy, Prabowo targets budget efficiency in ministries and agencies in 2025 to save the country up to Rp306.69 trillion.

The Ministry of Finance officially revised budget cuts in several ministries and institutions (K/L). The directive for budget efficiency is stated in the Ministry of Finance Circular Letter Number S-37/MK.02/2025 dated January 24, 2025, concerning the Budget Efficiency of K/L in the implementation of the 2025 State Budget.
