US Reportedly Sent Iran 15-Point Plan to End War

TEMPO.CO, Jakarta - The United States has sent a 15-point plan to Iran aimed at resolving the conflict in the Middle East, according to reports on Tuesday, March 24, 2026.

The New York Times, citing two officials briefed on the diplomacy as reported by Anadolu, stated that the proposal was conveyed through Pakistan and outlined steps to address Iran's nuclear and ballistic missile programs, as well as maritime security in the Strait of Hormuz.

The report mentioned that it's still unclear whether Iran will accept the proposal or if Israel supports it, as the war—now entering its fourth week—continues with US-Israeli attacks and Iranian retaliations.

Trump's Claim

US President Donald Trump mentioned separately that the US is making progress in its efforts to negotiate an end to the war with Iran, including securing significant concessions from Tehran.

Trump told reporters at the White House that the US is talking to the "right people" in Iran to reach a deal to end hostilities, adding that Iran is very eager to make a deal. "We're in negotiations right now," he said as reported by CNA.

The Republican president claimed to the White House press that Iran had made valuable concessions regarding non-nuclear energy and the Strait of Hormuz, although he did not elaborate further.

Tehran denied that direct talks had taken place. The influential Iranian Parliament Speaker, Mohammad Baqer Qalibaf, dismissed the report on Monday as 'fake news.'

Israeli Channel 12, citing three sources, stated that the US is seeking a ceasefire for a month to discuss the 15-point plan.

A source familiar with the matter confirmed that the US had sent the plan to Iran but did not provide further details.

The Israeli media claimed that the plan would include dismantling Iran's nuclear program, ending support for proxy groups, and reopening the Strait of Hormuz.

However, with Iran's upper hand in controlling the Strait of Hormuz, it is unknown whether they are willing to accept such detrimental terms.

Israeli Prime Minister Benjamin Netanyahu did not immediately respond to requests for comment.

Iran informed the UN Security Council and the International Maritime Organization that 'non-hostile' vessels can transit the Strait of Hormuz if they coordinate with Iranian authorities, according to a note on Tuesday.

Iran effectively closed the waterway, through which 20% of the world's oil typically passes, since the US and Israel launched attacks four weeks ago, creating the worst energy supply disruption in history and causing fuel prices to soar.

Pakistan's Role

Pakistan's Chief of Army Staff, General Qamar Javed Bajwa, has emerged as a key mediator between Washington and Tehran, with Islamabad signaling its readiness to host talks if both sides agree, according to officials quoted in the report.

On Monday, US President Donald Trump announced a five-day pause in attacks on Iran's power plants and energy infrastructure, citing 'very good and productive' talks with Tehran over the past two days.

Iranian officials mentioned that they received messages from several 'friendly countries' conveying US requests for negotiations to end the war, while denying direct talks with Washington.

The US and Israel have carried out air strikes against Iran since February 28, resulting in more than 1,340 casualties to date, including the then-Supreme Leader, Ayatollah Ali Khamenei.

Iran has retaliated with drone and missile attacks targeting Israel along with Jordan, Iraq, and Gulf states hosting US military assets, causing casualties and damaging infrastructure, disrupting global markets and flights.
