BGN Threatens to Shut Down Free Meal Kitchens Lacking Hygiene and Sanitation Certificates

TEMPO.CO, Jakarta - The National Nutrition Agency (BGN) has requested all Nutrition Fulfillment Service Units (SPPG/kitchen) throughout Indonesia to obtain a Hygiene and Sanitation Certificate (SLHS). "We are giving one month to partners or foundations in all SPPGs to register with the Health Department," said BGN Vice Chairperson in the Investigation and Public Communication Field, Nanik Sudaryati Deyang, in Jakarta, on Tuesday, November 11, 2025.

The ownership of SLHS in every SPPG that provides the Free Nutritious Food Program (MBG) is crucial. Therefore, hygiene and sanitation issues have become a sensitive concern among the public. BGN emphasizes that the ownership of SLHS in every SPPG is also a concern of President Prabowo Subianto.

Therefore, Nanik urges SPPG heads, managing partners, and foundations to prioritize SLHS. "If there are SPPGs that do not register within the next 30 days, we will temporarily close their kitchens," said the Daily Chairperson of the Inter-Ministerial and Institutional Coordination Team for the Implementation of the Free Nutritious Food Program (MBG).

An SLHS is an official document issued by the local health department that declares a food-, beverage-, or public facility-related business has met hygiene and sanitation standards. This certificate is mandatory for the business as it serves as proof that it complies with cleanliness and health standards. According to the regulations, the certificate is valid for one year and must be renewed to keep the business legal.

Since President Prabowo Subianto's government implemented the Free Nutritious Food Program on January 6, 2025, all SPPGs involved in implementing the MBG program have been required to have SLHS. The process of obtaining SLHS starts with document completeness, field inspections, and laboratory testing. "Every SPPG must have SLHS, as it serves as proof that the SPPG has met cleanliness and health standards," said Nanik.

Meanwhile, at last weekend's meeting of the Inter-Ministerial/Institutional Coordination Team for the Implementation of the MBG Program, the Ministry of Health reported that only about 4,000 of the approximately 14,000 operational SPPGs have registered their SLHS with the local Health Department. "Out of that number, only 1,287 SPPGs have obtained SLHS, and there are 10 thousand SPPGs that have not registered," said Nanik.

In response to the Ministry of Health's report, BGN then instructed the Heads of SPPGs throughout Indonesia to handle the SLHS registration together with Partners/Foundations. "The Heads of SPPGs must inform, urge, and encourage Partners/Foundations who have not registered SLHS for their SPPGs to proceed to the local Health Department," said BGN Vice Chairperson in Operational Nutrition Fulfillment, Sony Sonjaya.

The SLHS regulation is overseen by Minister of Health Regulation No. 1096/Menkes/Per/VI/2011, included in Minister of Health Regulation No. 2 of 2023. This regulation sets standards for hygiene and sanitation in the culinary services, including the obligation of food businesses to meet health requirements. In addition to national-level regulations, regional governments have the authority to establish additional rules through regional regulations. These regulations govern the technical procedures for applying to SLHS, paying fees, and conducting inspections.
