BPOM Seeks to Finalize Nutri-Grade System This Year

TEMPO.CO, JakartaThe Head of the Food and Drug Supervisory Agency (BPOM), Taruna Ikrar, said the nutri-grade system, a labeling system for food and beverages based on sugar and saturated fat content, is expected to be regulated by the end of this year. Taruna said that currently various ministries are conducting discussions and harmonization with industry players.

"We are optimistic for this year,” he said on Tuesday, March 4, 2025. 

Taruna ensured that the discussion process is underway and involves various ministries, including the Ministry of Food Affairs, Ministry of Trade, Ministry of Industry, Ministry of Health, and the National Food Agency.

The Head of BPOM also mentioned that the draft regulation on nutri-grade is already completed, as the agency is authorized on food labeling.

The draft regulation on nutri-grade will later be submitted to the Ministry of Law before being ratified. However, at present, all the involved ministries and agencies have yet to reach an agreement. "Once everyone agrees, everything will be finalized. Now, not everything has been finalized," said Taruna.

The government is currently also in discussions with business players, as the system will impact the industry. Taruna stated that entrepreneurs provide input regarding the form of the labeling, whether the colors, composition, or warnings displayed on the packaging.

The involved ministries and agencies will also discuss the issue of the grace period for the implementation of nutri-grade, since businesses need time to adjust the labeling on their products.

“We are also still discussing how long that phase will be 100% effective," said Taruna.

The nutri-grade system has already been implemented in neighboring countries, such as Singapore. Quoting the Health Promotion Board (HPB) under the Singapore Ministry of Health, Nutri-Grade is a mandatory nutrition labeling that must be included on beverages sold in Singapore, including pre-packaged drinks and automated beverage dispensers. Nutri-Grade has been in effect in Singapore since December 30, 2022.

Nutri-Grade in Singapore has four levels of color codes. Grade A indicates the lowest threshold of sugar and saturated fat, symbolized by the color green. While Grade D, which means a drink has reached the highest threshold of sugar and saturated fat, is marked with the color red.
