DPR, KPU Agree Repeated Regional Elections Set on August 27, 2025

TEMPO.CO, Jakarta - The House of Representatives (DPR) Commission II and the General Election Commission (KPU) have agreed to hold a repeated regional election on August 27, 2025, for regions where the "empty box" option received a majority of votes in the previous election. This decision was reached during a hearing on Wednesday, August 4, 2024, involving Commission II, the KPU, the Election Supervisory Agency (Bawaslu), and the Ministry of Home Affairs.

Initially, KPU Chairperson Mochamad Afifuddin proposed two potential dates: September 27, 2025, and August 24, 2025. However, a majority of Commission II members advocated for an expedited timeline, aligning with the Constitutional Court's ruling that repeated regional elections must be held within one year of the previous election.

"Commission II is more inclined towards Wednesday, August 27, as a warning from the Constitutional Court," stated Deputy Speaker of the House of Representatives, Zulfikar Arse Sadikin.

Commission II Chairperson Rifqinizamy Karsayuda emphasized that selecting August 27, 2025, would provide earlier certainty for the affected regions. This decision also considers the need for regional heads to serve a full five-year term.

"If the election were held in September, their inauguration would occur in 2026. By holding the repeated election in August, the gap with the simultaneous regional elections in 2029 will be minimized, preventing these regions from being led by acting officials for an extended period," explained Rifqinizamy.

KPU Chairperson Mochamad Afifuddin outlined the election process, which is scheduled to commence in February 2025. This will encompass preparatory stages, the formation of an ad hoc team, voter registration, and the candidate nomination process. Regarding the campaign period, Afifuddin noted it will last for one month and conclude three days before the voting day.

KPU Commissioner of the Technical and Implementation Division, Idham Holik, confirmed that repeated elections are necessary for the City of Pangkalpinang and Bangka Regency, where the "empty box" option surpassed 50% of valid votes.

"Out of the 36 districts/cities with a single candidate, only the Pangkalpinang City election and the Bangka Regency election saw the 'empty box' option garnering more than 50 percent of the valid votes," stated Idham in a statement on Monday, December 2, 2024.

Idham emphasized that the implementation of these repeated elections adheres to Constitutional Court Decision number 126/PUU-XXII/2024, which mandates their completion within one year of the previous election. In the absence of elected candidates, Article 54D paragraph (4) of Law number 10 Year 2016 concerning Regional Elections stipulates that the government will appoint acting governors, regents, or mayors to lead the respective regions.

"In case there is no elected candidate pair, the government will assign acting governors, regents, or mayors as regional heads," Idham explained.

The Pangkalpinang City election featured a single candidate pair, Maulan Aklil-Masagus Hakim, endorsed by nine political parties: PDIP, Golkar, Gerindra, NasDem, PAN, PKB, PPP, PKS, and Perindo. The "empty box" secured 57.98% of the votes, while the single candidate received 42.02%. Similarly, the Bangka Regency election, contested by incumbent candidate Mulkan-Ramadian, saw the "empty box" garner 57.25% of the votes, with the single candidate receiving 42.75%.
