TEMPO.CO, Jakarta - Indonesian Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia targets the realization of crude oil imports from Russia will take place this month. The government is currently finalizing the technical details, including the purchase volume.
"Maybe for crude, it will be this month," said Bahlil at the Ministry of ESDM, Jakarta, on Friday, April 17, 2026.
In addition to crude oil, the government is also preparing to import Liquefied Petroleum Gas (LPG) from Russia. Bahlil mentioned that discussions regarding the volume of LPG are still ongoing and have not reached a final decision.
He added that the plan to import from Russia will not reduce energy imports from the United States. The government, he said, will continue to maintain a balanced source of imports to ensure national energy security.
Regarding the price, Bahlil confirmed that the transaction value would adhere to market mechanisms and the negotiation results of the two countries. The high domestic demand for LPG is one of the driving factors for the import policy.
Bahlil explained that the national LPG demand is around 8.6 million tons per year, while domestic production is only around 2 million tons. This gap makes imports a difficult step to avoid.
The demand for LPG is expected to continue to increase with the operation of new petrochemical facilities, including the factory owned by Lotte Chemical, which requires around 1.6 million tons of LPG per year.
This situation has prompted the government to seek additional supplies from various sources. However, Bahlil has not specified the volume of oil or LPG imports from Russia.
He emphasized that the price would be determined by market forces and negotiations between the two countries. On the other hand, the government is exploring investment opportunities with Russia in the construction of oil refineries and storage facilities in Indonesia.
However, discussions on this cooperation still require several more rounds of negotiations before reaching a final agreement. "To finalize it, we need one or two more rounds with us, specifically regarding the refinery and storage. Then we will convey it," said Bahlil.
