Indonesia's Culture Minister Fadli Zon Wants to Improve Music Royalty Matters, Plans to Create Omnibus Law on Culture

TEMPO.CO, Jakarta - Indonesian Minister of Culture, Fadli Zon, wants to invite musicians to discuss issues regarding music royalties. According to him, the royalty issue has been prolonged and remains unresolved. The politician from the Gerindra Party stated that royalty issues need to be resolved as a form of appreciation for musicians.

Fadli Zon revealed that the discussion should involve interested parties, such as policymakers, stakeholders, songwriters, singers, and record labels. He also mentioned that musicians need to receive royalties from streaming media like Spotify and YouTube.

"There have been discussions before, but for example, if we discuss and agree, we can create regulations. We hope that there might be a kind of cultural omnibus law in the future," he said at an event at the Ministry of Education and Culture, Monday, October 21, 2024.

Meanwhile, Musician and member of the Indonesian House of Representatives, Ahmad Dhani, stated that he will evaluate the National Collective Management Institution (LMKN) to improve the management of royalty distribution to musicians. He assessed that the royalty distribution has not been very transparent.

"Previously, it was a non-profit institution, there might be an idea for government intervention in royalty distribution to ensure transparency, as transparency has been lacking in LMKN," Dhani said when speaking to journalists after attending the inauguration of the elected president and vice president at the Indonesian Parliament Building, Sunday, October 20, 2024.

The Gerindra Party politician hopes that the Ministry of Culture in the Prabowo-Gibran government can improve the pop cultural sector, namely film and music. He mentioned that film and music are crucial parts of Indonesian culture.

As it is known, Law Number 28 of 2014 concerning Copyright mandates LMKN to handle the collection of royalties for the use of copyrighted songs and music in Indonesia. The royalty value collected in Indonesia has been increasing year by year.

The Chairman of LMKN, Dharma Oratmangun, stated that in 2020, the received royalties amounted to Rp29.1 billion. It slightly decreased in 2021 to Rp19.9 billion, but subsequently grew to Rp35 billion in 2022 and Rp55.2 billion in 2023. Dharma targets that in 2024, they can collect royalties of up to Rp120 billion.

In addition to music royalties, Fadli Zon revealed his idea to create an omnibus law on culture. Thus, all regulations regarding culture would be consolidated.

"Everything will be included there. There will be cultural heritage, filmmaking, cultural advancement from yesterday. Then there are issues related to museums, music, and so on, they can become a unified entity like that," Fadli told reporters at the handover ceremony at the Ministry of Education and Culture Office, Jakarta, Monday, October 21, 2024.

He believes that creating a comprehensive law would be better so that cultural elements are not fragmented. "Now they are separated; there is a separate film law, a separate cultural heritage law," he said. However, Fadli mentioned that this plan still requires in-depth study.

In his remarks, Fadli stated that the establishment of the Ministry of Culture is a historic event. "Therefore, the focus is on managing our very rich culture," he said.

Fadli Zon was sworn in as a minister by President Prabowo on Monday morning, October 21, 2024. He will be assisted by Deputy Minister of Culture, Giring Ganesha. Fadli is one of the three new ministers in the fields of education, culture, science, and technology, which were previously merged into one ministry.
