TEMPO.CO, Jakarta - The Jakarta provincial government plans to raise the fare of the bus rapid transit network, Transjakarta. The head of Jakarta's Transportation Agency, Syafrin Liputo, said the fare hike should have already been implemented to ensure its sustainability.
"The cost recovery of Transjakarta has gone down from 34 percent in 2015 to 14 percent at present. Meaning, the funds required to recover it are rising. But there are no specific numbers yet for the fare adjustment; we are working on the details," Syafrin said during the Media Fellowship Program of MRT Jakarta 2025 in Jakarta on Thursday, October 9, 2025.
Cost recovery indicates how much of the operational cost can be covered by the fare paid by passengers. The rest is usually subsidized by the government.
Syafrin mentioned that Transjakarta has never had a fare hike since it commenced operation in 2005. The Transjakarta fare is still Rp3,500. In the last 20 years, the provincial minimum wage has increased sixfold, and cumulative inflation has reached 186.7 percent.
The plan to adjust the Transjakarta fare arises amidst discussions on the efficiency of transportation subsidies following the reduction of fund transfers from the central government to local regions.
Previously, Jakarta Governor Pramono Anung said the government would review the public transportation subsidy scheme as part of budget efficiency measures, following reduced fund transfers from the central government.
But the governor at the time denies that it would lead to an increased rate on public transportation fares in Jakarta.
He revealed that the current public transportation subsidy in Jakarta amounts to almost Rp15,000 per person, thus necessitating a review to ensure it matches regional fiscal conditions without sacrificing public service accessibility.
The reduced fund transfers announced recently have cut Jakarta's projected budget from Rp95.35 trillion to Rp79.03 trillion.
Despite the plan for transportation subsidy efficiency, the Jakarta government ensures no fare hikes for other transportation modes, such as MRT Jakarta and LRT Jakarta. "I can assure you that the MRT and LRT fares will not be raised. The assessment of 'willingness to pay' and 'ability to pay' shows that the current fares are still within the applicable range," said Syafrin.
At the same event, the President Director of PT MRT Jakarta, Tuhiyat, said that for routes such as Bundaran HI-Lebak Bulus, the actual economic value reaches Rp32,000, while the fare paid by passengers is only Rp14,000. The difference of Rp18,000 is covered by the government through the public service obligation.
"To ensure the company's sustainability, we are developing income from non-farebox sources," said Tuhiyat.
To maintain operational sustainability, MRT Jakarta relies on various sources of income outside passenger fares, such as naming rights, retail and commercial space rentals, as well as digital and media activities.
