
TEMPO.CO, Jakarta - Jakarta requires at least five Waste-to-Energy Power Plants (PLTSa) to reduce the volume of waste sent to the Bantargebang Final Processing Site (TPA) in Bekasi City, West Java, according to Minister of Environment Hanif Faisol Nurofiq.
"Because the waste generation alone is already 8,000 tons, while the PLTSa is being attempted to process 1,000 tons per day," he said during a visit to Cempaka Putih, Jakarta, on Tuesday, July 1, 2025.
Hanif explained that PLTSa facilities also contribute to increasing the electricity supply from waste processing. Currently, the Bantargebang TPA operates under an open dumping system, which poses environmental and public health concerns. Reducing the amount of waste at this site remains challenging, especially with only one existing PLTSa.
Jakarta is designated as a priority location for the construction of these waste-powered plants due to its substantial waste generation, the largest among all provinces, and the availability of funds. Hanif emphasized that building such waste-to-energy conversion facilities demands a long-term investment, potentially spanning up to two decades.
"If we don't have the ability to pay, we're afraid that this building will be abandoned, because the costs are quite high," he cautioned.
The proposed PLTSa facilities will utilize pre-sorted waste. Hanif aims to prevent a recurrence of the pungent odor complaints from residential areas surrounding the Rorotan Refuse Derived Fuel (RDF) facility in North Jakarta, which led to its operation being temporarily frozen. The issue at Rorotan was believed to stem from suboptimal waste sorting.
Although the Ministry of Environment has calculated the need for five PLTSa units in Jakarta, Hanif noted that his institution awaits a final decision and instructions from President Prabowo Subianto. Nevertheless, PLTSa remains one of the primary solutions for reducing waste generation in the capital. The government is also relying on RDF facilities, which can process up to 2,500 tons of waste daily, though this is still less than Jakarta's daily waste output, which can reach 7,000-8,000 tons.
