PBNU Anticipates Two-Year Timeline to Commence Mining Operations

TEMPO.CO, Jakarta - Yahya Cholil Staquf, Chair of the Nahdlatul Ulama Central Board or PBNU, has explained that the organization anticipates needing at least two years before it can commence mining operations, despite having received a permit from the government. PBNU is currently seeking investors to fund the mining area and is addressing various technical requirements, such as taxation and derivative environmental permits.

"It takes at least two years to start mining exploitation," said Yahya at the PBNU building in Central Jakarta on Tuesday, April 22, 2025.

He noted that this estimated timeframe was provided by the Ministry of Energy and Mineral Resources (ESDM), which has been guiding PBNU in the management of a coal mine in East Kalimantan.

According to Yahya, PBNU has also refrained from establishing a specific deadline for resolving the outstanding technical issues. Having received the mining management permit from the government, PBNU intends to adhere to all governmental directives, particularly concerning the preparation and scheduling of exploitation activities.

"There is no target for the completion of all requirements. We are solely following the guidance provided by the government," he affirmed.

PBNU confirmed that it received a permit to manage the mining area, granted to religious organizations by the government in June of the previous year. Alongside PBNU, other religious organizations that received similar permits include Persis and PP Muhammadiyah.

Yahya explained that the organization accepted the permit out of necessity and also with the intention of assisting the government, especially in advancing the organization's economic standing. "PBNU's position would not be favorable if it had to reject programs provided by the government," he said.

PBNU has also established a state-owned enterprise, PT Berkah Usaha Muamalat Nusantara (BUMN). This company, owned by a cooperative, will manage the concession area of the former PT Kaltim Prima Coal.

The plan to grant mining permits to community organizations and religious organizations, including PBNU, was initially announced by former President Joko Widodo at the NU congress in December 2021.

At that time, Jokowi pledged to distribute mining business permits, covering coal, nickel, or copper mining, to the Nahdliyin community.

This promise was realized by Jokowi through the revision of Government Regulation (PP) Number 96 of 2021 concerning the Implementation of Mineral and Coal Mining Business Activities, which was amended to become PP Number 25 of 2024 on May 30, 2024.

This latest PP stipulates that mass organizations and religious organizations are eligible for the Special Mining Business License Area (WIUPK) opportunity.
