TEMPO.CO, Jakarta - President Prabowo Subianto is promoting waste-to-energy projects as an energy source. Prabowo stated that Indonesia will begin about 24 waste-to-energy projects in 2026.
He conveyed the plan during the inauguration of Pertamina's Refinery Development Master Plan (RDMP) project in Balikpapan, East Kalimantan. He emphasized the importance of waste management programs. "Now we need to clean up the garbage from our cities. The garbage has piled up immensely. This is already becoming a disaster," said Prabowo, as broadcasted on the Presidential Secretariat's YouTube channel, Monday, January 12, 2026.
Prabowo mentioned that for over a decade, Indonesia has not succeeded in implementing effective waste management projects. "We will now start 34 projects. The tenders may open in the coming days," he said.
He also stated that these projects cannot be realized immediately. "It will take two years to become operational," he said.
Prabowo recently met with the Chief Executive Officer of the Investment Management Agency Danantara and the Minister of Investment and Downstream Industry, Rosan Perkasa Roeslani, in Hambalang, Bogor, West Java, on Sunday afternoon, January 4, 2026. They discussed the development of waste-to-energy projects focusing on regulating waste management. The program is considered capable of providing environmental benefits and economic value.
Previously, the State Secretary Minister, Prasetyo Hadi, stated that waste-to-energy projects will be built in 34 locations across 34 regencies and cities, particularly in areas where 1,000 tons of waste accumulate daily on average.
Prabowo has issued Presidential Regulation Number 109 of 2025 concerning Urban Waste Management through Waste Processing into Environmentally Friendly Technology-Based Renewable Energy in October 2025. Its purpose is to address the accumulation of waste, which amounts to tens of millions of tons per year.
The regulation consists of eight chapters and 33 articles. Article 2 of Presidential Regulation Number 109/2025 explains the objectives of the regulation, including addressing the waste emergency causing pollution, environmental damage, and public health problems. It also aims to handle waste accumulation through waste processing into new and renewable energy and to implement the principle of "polluters pay" for the cost of processing the generated waste.
In this regulation, waste processed into energy is not limited to electricity but can also include bioenergy, renewable oil fuel, and other by-products.
