TEMPO.CO, Jakarta - Head of the Indonesian Capital Authority (OIKN) Basuki Hadimuljono said that President Prabowo Subianto is targeting the Indonesian Capital City or IKN to become the political capital of Indonesia in 2028. So, what does the IKN mean by becoming the political capital of Indonesia?
Chairman of the MPR RI Ahmad Muzani interpreted the political capital as the political center for the implementation of state governance, because all executive, judicial, and legislative activities will be held in the IKN. According to him, the direction towards this political capital is also the answer to the Prabowo Subianto administration regarding the development of the IKN.
Moreover, added Muzani, the Central Government and the Indonesian House of Representatives have budgeted IDR 48.8 trillion to accelerate development. He considered that the budget emphasized that the development of Indonesia's future capital city was increasingly clear and answered the future of the IKN in the hands of Indonesian President Prabowo Subianto.

In addition to Muzani, Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) also explained the plan to make the IKN the political capital. "The political capital, meaning that if we are currently still focused on completing the construction of various facilities for the executive government, of course it is not complete, because the requirements for government must also be present legislative institutions. We are talking about the DPR RI, DPD RI, of course also the MPR RI," said AHY at the Presidential Palace Complex, Jakarta, Tuesday, January 22, 2025, quoted from Antara.
"Meanwhile, for the judiciary, it is not just a symbol, but it is the completeness of the government in a democratic country," added AHY.
The Coordinating Minister for Infrastructure continued that the president ordered those involved in the construction of the IKN to focus on building buildings for the executive, legislative, and judicial institutions first. "Thus, if all three functions have been established, then we can actually carry out tasks, political activities, both daily and strategic," said AHY.
As for realizing the IKN as the Political Capital, the Head of OIKN said that the president ordered OIKN and the Ministry of Public Works (Ministry of PU) to review the design of the construction of the legislative and judicial institution office complex in the IKN. Where, the IKN will be called the political capital when the area has complete all state institutions or apparatus, not only the executive, but also the judiciary to the legislature.
"He (the president, ed.) has a target that in 2028 it has been targeted to become the political capital, so we are tasked with completing the judicial ecosystem, offices and housing," he said.
Furthermore, the Head of OKIN said that the president had approved the APBN of IDR 48.8 trillion for the IKN for the 2025-2029 period. Basuki said this budget is to complete the judicial and legislative office complexes, including their ecosystems. This budget is also to open supporting access to the West IKN Planning Area (WP) II area. And it is intended to maintain or manage facilities and infrastructure that have been completed in the early stages.
Looking further, Prabowo is said to be focusing on developing the IKN into a center of political government in the next four to five years. "He targets that in the next four or five years the IKN will be the center of political government. This means that it can already hold executive, legislative, and judicial activities," said AHY after a meeting with President Prabowo at the Presidential Palace, Jakarta, Thursday, November 7, 2024.
According to AHY, President Prabowo specifically reminded him that the development of the IKN must be focused as one of the important infrastructure priorities for the running of the government. Where currently, the development for the IKN that is almost complete is the executive facilities or for ministries and institutions.
"Well, what is no less important in parallel and simultaneously later is for buildings and supporting facilities for legislative and judicial work, because it is not only the office but also housing for ASN, for supporters, and all who will actively man the IKN as the capital of government," he said.
