TEMPO.CO, Jakarta - The Chief Executive Officer of Danantara Indonesia, Rosan Roeslani, stated that the Russian company, Sistema Group, is in discussions with PT PAL Indonesia (Persero). Both parties are exploring the development of a manufacturing facility for electric passenger ships in Indonesia.
Rosan mentioned that Sistema Group will build electric passenger ships with a capacity of 100-200 people that can be used for inter-island transportation. "The discussions have already started, and they plan to manufacture them here," said Rosan, citing Antara on Thursday, 20 November 2025.
Rosan stated that the potential for collaboration is significant as Indonesia needs environmentally friendly maritime transportation. The government is ready to facilitate the acceleration of this investment plan, including bridging the meeting between Russian investors and PT PAL.
He added that the exploration is still in the early stages and that discussions regarding the investment value or the factory construction plan have not yet begun. "It will also be collaborated with PT PAL and others," he said.
Sistema Group is one of the major players in Russia's shipbuilding industry. Furthermore, the company is also exploring opportunities for cooperation in the hospitality sector, given its significant portfolio of hotel ownership in Russia.
The company has expressed interest in collaborating in hotel management in Indonesia. In the field of education, the conglomerate plans to send instructors to support Russian language programs at several universities in Indonesia. The meeting also opens up potential additional collaboration, including in the pulp and paper industry.
Rosan mentioned that the investment value of this series of opportunities has not yet been determined because all discussions are still in the early stages. The licensing process, such as from BPOM (Indonesian Food and Drug Authority), is also being processed by Sistema Group.
