TEMPO.CO, Jakarta - Following the discovery of the illegal 30.16-kilometer sea fence in Tangerang Regency and the 2-kilometer sea fence in Bekasi Regency, a 1.5-kilometer bamboo fence has been found in the waters of North Jakarta.
The North Jakarta city government claimed they were not aware of the existence of this sea fence in the waters of Kamal Muara, Penjaringan District.
“We have not received any information regarding the existence of this fence. I will inquire with the KPKP Sub-Department and Kamal Muara Village,” said Juaini Yusuf, Deputy Mayor of North Jakarta, in Jakarta on Friday, January 17, 2025.
Unang Rustanto, Head of the Maritime, Food Security and Fisheries (KPKP) Sub-Department, declined to comment further on the matter. He explained that permits for the use of marine space fall under the jurisdiction of the Ministry of Maritime Affairs and Fisheries (KKP).
“Permits, specifically the Suitability of Marine Space Utilization Activities (KKPRL), are in the hands of the Ministry of Maritime Affairs and Fisheries,” he stated.
Fishermen Complain of Disrupted Livelihoods
Previously, several fishermen in Kamal Muara voiced concerns about the presence of a 1.5-kilometer bamboo fence obstructing their fishing activities.
“This sea fence disrupts our work and causes inconvenience,” stated Udin, a fisherman from Kamal Muara, in Jakarta on Wednesday.
He explained that the presence of the fence increases operational costs due to the need for longer routes and increased fuel consumption. He further said that since the erection of the fence, fish and shrimp catches have declined. “We hope that these fences will be removed so that we can freely catch fish and shrimp,” he expressed.
Near the Reclamation Island
The Jakarta Provincial Government has taken steps to address the sea fence in front of the reclaimed Island C in North Jakarta.
Suharini Eliawati, Head of the Jakarta Food Security, Maritime Affairs, and Agriculture Service (KPKP), said that joint measurements of the fence were conducted with the Ministry of Maritime Affairs and Fisheries (KKP) on Wednesday, January 15, 2025.
“Together with the Ministry of Maritime Affairs and Fisheries team, the Satpol PP (Public Order Agency), and representatives from the Thousand Islands Regency, we measured the fence using a drone. Currently, there is no indication of any extension or increase in the fence's size," Eli said in Jakarta on Friday.
Eli further clarified that the measurement results indicated a fence length of approximately 500 meters. She also assured that no further extension of the sea fence would be permitted. The Jakarta government is currently investigating the ownership of the sea fence.
“We know that the permit is still at the Ministry of Marine Affairs and Fisheries regarding KKPRL (Conformity of Marine Space Utilization Activities),” Eli stated.
