TEMPO.CO, Jakarta - Shell has absorbed 100,000 barrels of base fuel from Indonesia’s state-owned Pertamina Patra Niaga, helping address shortages at private gas stations across the country.
The move comes under a procurement cooperation scheme designed to stabilize fuel supply for private enterprises and ensure consistent access to energy in the world’s fourth-most populous nation.
Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot Tanjung confirmed the shipment on Tuesday, November 25, 2025, stating the fuel was delivered to an agreed location between Pertamina and Shell.
“Shell took approximately 100,000 barrels,” he said.
The shortages have affected private gas stations since mid-August, after the government’s allocated import quotas for private fuel distributors were fully utilized.
In response, the Indonesian government increased private fuel import allocations by up to 10 percent compared to last year, giving companies additional leeway to meet domestic demand.
“All private companies have received additional quotas,” Energy Minister Bahlil Lahadalia said on September 19, 2025. He stressed that the single-door import scheme through Pertamina ensures public access to fuel while maintaining supply stability.
“We cannot leave the fate of millions of Indonesians solely to market mechanisms,” he said.
Laode Sulaeman, Director General of Oil and Gas at ESDM, noted that other private fuel operators, including BP-AKR and Vivo, have also received shipments. BP-AKR absorbed its second cargo in October, while Vivo received around 100,000 barrels this week.
Pertamina maintains fuel reserves of 18 to 21 days, ensuring national supply security despite localized shortages at private stations.
Cooperation with Pertamina allows private distributors to maintain operations and prevent disruptions in Indonesia’s energy sector, which is vital for both domestic consumption and industrial activity.
Ingrid Siburian, President Director and Managing Director of Mobility at Shell Indonesia, apologized to affected customers and emphasized that Shell is working to normalize fuel distribution while maintaining procurement and quality standards.
This collaboration highlights Indonesia’s proactive approach to managing energy security in one of Southeast Asia’s largest economies, demonstrating how public-private partnerships can mitigate supply risks and maintain consumer confidence amid growing domestic and global demand for fuel.
