TEMPO.CO, Jakarta - Wearing a long-sleeved polo shirt, Fuad Hasan Masyhur walked out of the Corruption Eradication Commission (KPK) office on Monday night, January 26, 2026. The owner of Makassar Toraja Tour & Travel (Maktour), was questioned for the second time as a witness in the alleged 2024 haj quota corruption case. Fuad was accompanied by his lawyer and personal assistant. The 66-year-old was examined for 10 hours by auditors from the Supreme Audit Agency (BPK) on the second floor of the KPK headquarters.
BPK auditors questioned Fuad about a series of meetings held by the Forum of Haj and Umrah Travel Association Gathering (Sathu)—an association of chairpersons of haj and umrah (minor pilgrimage) travel agencies. According to KPK spokesman Budi Prasetyo, the meetings were allegedly initiated by Fuad and repeatedly discussed the allocation of additional special haj quotas. Investigators also traced the flow of funds. “The examination focused on calculating state losses,” Budi said on Wednesday, January 28, 2026.
Two and a half years before Fuad was questioned, the Indonesian government received an additional haj quota of 20,000 pilgrims from Saudi Arabia. The extra allotment resulted from a bilateral meeting between President Joko Widodo and Saudi Crown Prince Mohammed bin Salman on October 19, 2023. Indonesia’s haj quota for the 2024 pilgrimage season increased from 221,000 to 241,000.
Under the Haj and Umrah Administration Law, 92 percent of the additional quota should have gone to regular haj pilgrims and 8 percent to special haj. But then-Religious Affairs Minister Yaqut Cholil Qoumas split the allotment evenly, assigning 10,000 seats each to regular and special haj. Yaqut signed Religious Affairs Minister Decree No. 130/2024 to formalize the distribution. The KPK suspected the scheme benefited certain parties, particularly special haj operators.
