TEMPO.CO, Jakarta - Chair of the Legislative Body of the House of Representatives (Baleg DPR) Bob Hasan explained the reasons why universities were proposed to receive mining business permit areas in the draft Law on Minerals and Coal (RUU Minerba). The drafting of the RUU Minerba has been agreed upon by all factions to become a DPR initiative proposal, on Monday, January 20, 2025.
According to Bob, the government wants all elements of society to be able to get the same rights to manage natural resources. No exception, he said, to universities.
"The government wants to provide opportunities for universities in order to improve the quality and quality of education," he said after the plenary meeting, on Monday evening, January 20, 2025.
In addition to universities, the parties proposed to be able to manage mining permits in a priority manner are community organizations, business entities, and cooperatives.
He said that improving the quality of education requires quality facilities and human resources. Bob said that this is often constrained by budget problems.
"Therefore, to (solve the budget problem), an opportunity is given for every university to manage mining," he said.
The proposal that universities can get mining permits is stated in the fourth draft amendment to the Mineral and Coal Bill in Article 51 letter A. The policy states that mining business permit areas for universities can be given on a priority basis.
In this provision, there are three things that are considered in granting mining permits to universities. Among them are considering the area of the metal mineral WIUP, considering the accreditation of the university, and considering increasing access and education services for the community.
Universities that are categorized as being able to get mining management permits must have at least B accreditation. Meanwhile, universities below the standard provisions do not get permission to manage mining.
"Further provisions regarding the granting of metal mineral WIUP on a priority basis to universities are regulated by or based on government regulations," wrote the draft amendment to the Minerba Bill.
DPR Baleg member from the PDI Perjuangan faction I Nyoman Parta questioned the proposal that universities can manage mining. He said that in the draft amendment there was no reason explaining why campuses received mining concessions.
According to him, managing mining permits is not the responsibility of universities. Because, he said, there are only two mandatory tasks that campuses are allowed to do.
"As far as I know, universities are tasked with teaching and educating," said Nyoman at the Senayan Parliament complex, Jakarta on Monday, January 20, 2025.
Therefore, he said that there needs to be a clear argument for this proposal. "If universities enter the business area of managing mining business permits and are even given priority, what will it be like?" he said.
