Threat of Greenwashing Behind Indonesia's Climate Mitigation

TEMPO.CO, Jakarta - Environment Minister Hanif Faisol Nurofiq can breathe a slight sigh of relief. The drafting of Indonesia’s Second Nationally Determined Contribution (NDC), has been completed. If all goes well, the government will submit the document to the United Nations Framework Convention on Climate Change (UNFCCC) this week, roughly two weeks before the 30th United Nations Climate Change Conference (COP30) in Belém, Brazil.

“Probably on Monday (it will be submitted),” Minister Hanif wrote tersely via WhatsApp on Thursday, October 23, 2025.

Four weeks earlier, when Tempo met him at his office, Hanif still could not confirm when the Second NDC would be sent to the UNFCCC. Even so, the final draft of the Second NDC had already been completed and delivered to the Presidential Palace. The Environment Ministry, Hanif explained, only needed to correct a few textual notes before obtaining approval.

In fact, the final text of the Second NDC has been ready since September 2024 at the end of President Joko Widodo’s administration, prepared for immediate submission to the UNFCCC. But that plan stalled. The new administration of President Prabowo Subianto reviewed various climate mitigation and adaptation scenarios previously drafted by Jokowi’s government.
