Through P3PD, Ministry Equips Thousands of Sub-District Leaders to Improve Village Services

The Indonesian Ministry of Home Affairs (Kemendagri) is empowering thousands of district chiefs with targeted P3PD training to strengthen village governance and ensure effective alignment between national policies and community-driven development needs.

TEMPO.CO, JakartaThe Indonesian Ministry of Home Affairs (Kemendagri) is empowering thousands of district chiefs with targeted P3PD training to strengthen village governance and ensure effective alignment between national policies and community-driven development needs.

The Indonesian Ministry of Home Affairs (Kemendagri) has launched an extensive training program for thousands of district chiefs (camat) to enhance their abilities in supporting village governance through the Village Governance and Development Strengthening Program (P3PD). Acting Director of Decentralization, Assistance Tasks, and Cooperation at the Directorate General of Regional Administration of Kemendagri, Edi Cahyono, emphasized the critical role district chiefs play in bridging higher government initiatives with village-level plans.

“Camat are essential in ensuring government programs are effectively implemented at the village level. As mentors, they guide and assess whether village government plans align with broader regional goals,” Cahyono said on Monday, November 4, 2024.

The P3PD training, according to Cahyono, involves 1,007 districts from 60 cities and regencies across 10 provinces. “These districts include participants from sub-district administrative units and basic service sectors such as Education and Health Service Units (UPT),” he said.

The comprehensive training curriculum is designed to equip district chiefs with key competencies across multiple areas, including village development planning systems, regional development coordination, basic public services, minimum service standards, and the use of data for managing village administration. Through these materials, camat gain a clear framework for advising village governments on effective spending practices and synchronizing local development plans based on community needs.

“A key component of this training is to enable district chiefs to facilitate high-quality village spending by aligning local government plans with real community needs,” Cahyono said, noting that fundamental services such as health and education are primary indicators of effective village spending. The overarching goal is to elevate local economies through a foundation of strong basic services. 

“Having essential services in place directly influences economic growth,” Cahyono said. “In many cases, district chiefs already handle daily functions, but this training reinforces the importance of genuine service delivery not mere formality. Camat play a vital role in aligning community needs with governmental resources and policies, effectively linking local needs with broader administrative efforts,” he said.
