TNI Law Revision Could Repel Military Dual Function, House Member Says

TEMPO.CO, Jakarta - The head of House Commission I, Utut Adianto, believes that the TNI Law revision will not bring back the military dual function similar to that of the New Order regime, as it can be anticipated through changes in regulation.

“(Military dual function) can be fenced off through the law," said Utut at the Parliament Complex on Thursday, March 13, 2025.

He acknowledges NGOs and civilian concerns following TNI Law revision talks, but he assured the dual function would not materialize. "No one can turn back the clock," said the PDIP politician.

In addition, Utut stated that his commission does not wish for the drafting of TNI Law revision to be rushed. He said the discussion will be continued in a working meeting scheduled for the near future. The defense commission also has met with the Defense Minister Sjafrie Sjamsoeddin and other high-ranking military officers. 

Meanwhile, TNI General Agus Subiyanto said the TNI Law is no longer relevant and required adjustments, as the regulation is over 20 years old. “Some phrases are no longer suitable,” he said on Thursday during the meeting.
