Tempo.co, Jakarta - The joint team from the Marine and Fisheries Service (DKP) of Banten Province is planning to dismantle the sea fence at the Ketapang village point in Mauk District on Tuesday, January 21, 2025. Eli Susiyanti, the Head of DKP Banten Province, stated that this team will include members of the Indonesian Navy (TNI AL), local government authorities (Forkopimda), and other stakeholders.
"We will dismantle the sea fence at Ketapang Point by deploying fishing boats equipped with manual tools and ropes to lift the bamboo stakes," Eli told Tempo on Monday, January 20, 2025.
Eli mentioned that around 20 boats will be involved in dismantling the bamboo fence, including 10 fishing boats.
The Ministry of Marine Affairs and Fisheries (KKP) has announced plans to dismantle a 30.16-kilometer-long sea fence along the northern coast of Tangerang Regency within the next 1-2 days. This bamboo fence spans across 16 villages in six districts and is located about 500 meters from the shoreline. The rows of bamboo stakes extend through three villages in Kronjo District, three villages in Kemiri District, four villages in Mauk District, one village in Sukadiri District, three villages in Pakuhaji District, and two villages in Teluknaga District.
Dismantled by the Indonesian Navy and Fishermen
On Saturday, January 18, 2025, after the Ministry of Marine Affairs and Fisheries (KKP) sealed off the sea fence, a total of 600 personnel from the Indonesian Navy (TNI AL), along with local fishermen, dismantled the sea fence. This operation took place along the Tanjung Pasir Beach line in the Teluknaga District and continued to the shoreline of Kronjo Beach in the Kronjo District.
Brigadier General (Marine) Harry Indarto, the Commander of Main Naval Base III Jakarta (Danlantamal III), announced that the dismantling of the bamboo sea barrier is being conducted in stages along a two-kilometer stretch. This operation involves several elements of the Navy and local fishermen.
In the first phase of the dismantling process, 30 fishing boats were deployed to transport the bamboo barrier materials.
The Minister of Marine Affairs and Fisheries, Sakti Wahyu Trenggono, expressed his regret regarding the dismantling of the sea barrier at Tanjung Pasir Beach in the Teluknaga District of Tangerang Regency, Banten, which was executed by the Navy.
“I heard news about the Navy institution's dismantling, but I don't have all the details. Ideally, it should be used as evidence, and should only be removed after it has been legally processed and verified,” stated Minister Trenggono at Kedonganan Beach in Badung Regency, Bali, on Sunday, January 19, 2025, as reported by Antara.
He stated that the sea barrier should only be removed once there is concrete evidence and the investigation is complete, identifying those responsible for its installation. “We should wait before removing it. Once we determine who installed it, the process will be easier,” he added.
The Ministry of Marine Affairs and Fisheries (KKP) closed the sea barrier after receiving a complaint on August 14, 2024. At that time, Alvian, the Chairman of the Indonesian Fishermen's Association (HNSI) Mauk Branch, reported the issue to the Banten Province Department of Marine Affairs and Fisheries.
In September 2024, a joint team from the KKP Marine Police and the Banten Department of Marine Affairs and Fisheries initiated an investigation in the villages and sub-districts surrounding the sea barrier site. According to e-sea map data, the activity lacked Marine Spatial Utilization Approval (KKPRL), which led to the sealing of the barrier on Thursday, January 9, 2024.
The Banten Department of Marine Affairs and Fisheries conducted a field investigation on September 4-5, 2024, which revealed that a sea barrier had been in place for three months. A subsequent joint field inspection on October 1 found that the barrier had expanded to a length of 13.12 kilometers, stretching across the waters from Kronjo Village to Ketapang Village.
On September 18, a patrol conducted by the Tangerang Regency Fisheries Department and representatives from HNSI Tangerang Regency sealed and temporarily halted the sea barrier activities.
The sea fence has received renewed attention following a statement from the Head of the Banten Marine and Fisheries Department. They reported that the barrier's length has reached 30.16 kilometers, spanning six sub-districts and 16 villages in Tangerang Regency. This information was shared during a public discussion at the Ministry of Marine Affairs and Fisheries (KKP) in Jakarta in early January 2025.
