NATIONAL INFO - The Public Speaking Training under the Strengthening Village Governance and Development Program (P3PD) empowers village officials to enhance communication skills for more transparent budget management.
Soft skill training, such as Public Speaking, has brought significant changes to village officials across various regions in Indonesia. One inspirational story comes from Head of Finance in Sintuwulemba Village, Lage District, Poso Regency, Central Sulawesi, Arif Pokan, a 33-year-old. Thanks to the training he received through the Strengthening Village Governance and Development Program (P3PD) in late 2023, Arif is now more confident in presenting the village budget to the community.
"In the P3PD training, we were taught public speaking. This has boosted my confidence in explaining the village budget utilization program to both residents and village staff," Arif shared during an interview with The Editor on Thursday, November 28, 2024. He added that improving his public speaking skills not only enhanced his confidence but also helped the community better understand village programs.
According to Arif, public speaking is an essential art of communication for delivering information effectively. As someone without a financial background, he found the training invaluable in helping him present village financial reports more clearly and systematically. "Without strong public speaking skills, important information such as the realization of village budget usage often fails to be conveyed effectively," he explained.
Arif also recounted his experience during a village deliberation event involving district and regency officials. In these forums, he was required to present the realization of village budget utilization to a diverse audience. "Usually, the village finance department is allocated specific time to present financial reports. With P3PD public speaking training, I can now deliver these presentations more confidently and professionally," he said.
The P3PD program aims to enhance the efficiency and effectiveness of village fund management while strengthening village institutional capacity. This training not only provides technical knowledge on financial management but also develops supporting skills such as public communication. The goal is to enable village officials to deliver information clearly, transparently, and understandably to the community.
This initiative, involving five ministries includes the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendesa PDTT), the Ministry of Home Affairs (Kemendagri), Coordinating Ministry for Human Development and Culture (Kemenko PMK), the Ministry of Finance (Kemenkeu), and National Development Planning Agency (Bappenas) also promotes improved village spending quality. With enhanced capacity, villages can optimize the use of funds for more equitable development.
According to Arif, the training has directly improved transparency and accountability in managing the village budget. He noted that structured communication skills reduce the potential for miscommunication between the village government and the community. Additionally, the community becomes more understanding and supportive of planned programs.
"Now, the community not only receives reports but also understands what we do with the village funds. This has strengthened our relationship with residents," he added.
The government hopes village officials can drive the efficiency and effectiveness of village fund management while strengthening institutional capacity and accountability systems, leading to improved quality of village-level spending. Such training is expected to be a stepping stone toward creating more inclusive and competitive villages, with village officials serving as the primary drivers of community-based development.(*)
