TEMPO.CO, Jakarta - Since Sunday, September 14, 2025, Shell gas stations in Depok have run out of V-Power and Super fuels, leaving only Diesel available. Employees have been seen keeping busy with small tasks, including selling coffee to customers while waiting for fuel deliveries.
At the Shell SPBU on Jalan Raya Sawangan, Pancoran Mas, the refueling area appeared unusually quiet on Thursday, September 18, 2025.
There were no motorcycles or cars in sight. One employee, who preferred to remain anonymous, confirmed, “We’re out, sir. We only have Diesel.” When asked about staffing levels, he said, “That’s for the management at the main office to decide,” declining further comment.
A similar scene was observed at the Shell SPBU on Jalan Siliwangi, Depok. An employee there explained that the shortage affects nearly all Shell stations in the city, including locations at Margonda 2 and Sawangan. Another employee noted that staffing has decreased: “Initially there were many of us, now only three on shift.”
At the Shell SPBU on Jalan Margonda, near Depok City Hall, staff have been serving only Diesel for several days. One employee described how they had set up a small coffee stand by the pumps while waiting for customers.
“Yes, we sell coffee too,” he said, though he declined to comment further and referred inquiries to the main office.
The impact on customers has been significant. Rina Purnama, 42, a resident of Jagakarsa, South Jakarta, expressed frustration at not being able to fill her Honda Beat with V-Power, which she has used for the past four years.
“V-Power makes my motor run smoothly and fuel-efficiently. The price is comparable to Pertamax, but I feel it works better. I hope the supply returns to normal,” she said.
Similarly, Ahmad Fachry, 36, who rides a Honda Vario, said he prefers Shell for its service and fuel quality.
“I don’t want to go back to Pertamina because of concerns about fuel mixing. My motor is like my leg. Its performance and the fuel quality must be consistent,” he explained.

The shortage stems from limited import quotas, according to the Ministry of Energy and Mineral Resources (ESDM).
On Tuesday, September 16, President Prabowo Subianto convened a meeting with key economic ministers to address energy transition and fuel scarcity issues at private gas stations.
Attendees included Coordinating Minister for the Economy Airlangga Hartarto, Finance Minister Purbaya Yudhi Sadewa, Minister of Investment Rosan Perkasa Roeslani, Bank Indonesia Governor Perry Warjiyo, and Minister of Energy and Mineral Resources Bahlil Lahadalia.
Airlangga said the main focus of the meeting was energy, while Aris Marsudiyanto, head of Bappisus, confirmed that fuel scarcity at private stations was also discussed.
Minister Bahlil Lahadalia urged private gas stations to cooperate with Pertamina to ensure adequate supply. He added that the government had increased the fuel import quota by 10 percent in 2025 and assigned a special team to monitor distribution.
