Yogyakarta Formulating Paid Waste Management Policy

TEMPO.CO, Yogyakarta - The Yogyakarta City Government is preparing a paid waste policy to solve the waste emergency that has not been solved for almost a year.

The waste emergency is a phenomenon of waste piling up in various depots that cannot be transported as the Piyungan Landfill (TPA) has been closed. The TPA was the central waste disposal site for the city of Yogyakarta, Sleman Regency, and Bantul.

Since the closure of TPA Piyungan, the waste has been stored in depots. However, when the depots are full and overflowing, residents often dumped their waste indiscriminately in various places, including the streets.

Paid Waste Based on Volume

The Head of the Waste Management Section of the Yogyakarta City Environmental Agency (DLH), Ahmad Haryoko, said that they are currently studying this paid waste policy for each waste deposited in the depots. "So the volume will be weighed and then evaluated accordingly," he said on Wednesday, November 6, 2024.

The implementation of this policy, Haryoko said, is advocated to educate the public on how to handle their waste responsibly.

"The more waste that is deposited in the landfills, the higher the cost," he said.

Through this policy plan, Haryoko said that the community is expected to become more aware and motivated to learn to manage their waste themselves.

Trial at Depots

The Yogyakarta city government has begun testing the policy. "It's only a trial in several depots, but there is no fee collection yet, it is only weighed to measure the volume of waste disposed," he said.

The Yogyakarta City DLH is waiting for a consultant or a third-party study and will also listen to the public in order to implement this policy.

Haryoko explained that the average cost for the public to dispose of their waste at the depots is about Rp3,000 per month. This is considered as not educating the public to reduce and manage their waste because they do not feel burdened.

If implemented, Haryoko said the payment for the paid waste policy will be done through a digital system that will be recorded directly to the Yogyakarta city government.

"So the payment will not be in cash at the depots, maybe we will cooperate with government banks for the payment, certainly through a digital system," he said.

Haryoko could not yet specify the amount of the paid waste fee as it is still being formulated, including whether the policy will be truly effective. If people sort their waste before disposing of it, they will pay less.

Stinking Garbage in the Rainy Season

This week, with the start of the rainy season, the issue of garbage dumps in Yogyakarta City has once again come to the fore. Garbage is piling up in several dumpsites. One of the worst is the waste pile in the Kotabaru Cultural Conservation Area in Yogyakarta City, estimated at 20-30 tons.

In addition to overflowing nearly half of the street, the rain-soaked garbage is causing a stench. The Yogyakarta City DLH stated that the waste in the dumpsites will be gradually removed over the next three to four days.
