TEMPO.CO, Jakarta - Coordinating Minister for Food Zulkifli Hasan or Zulhas has clarified that only imported specialty rice will be subject to the 12% Value Added Tax (VAT) increase, while domestically produced medium and premium rice will be exempt.
“Premium rice, medium rice are not subject to [12 percent VAT], special rice such as rice [imported from] Japan, and others are subject to it,” Zulhas said during a press conference at Graha Mandiri in Central Jakarta on Monday, December 23, 2024.
He specifically mentioned shirataki rice as an example of imported specialty rice that will be subject to the higher VAT rate.
He acknowledged a misconception regarding the types of rice affected by the VAT rate adjustment. He emphasized the need to dispel misinformation regarding the VAT increase on rice.
“Don't spread confusing information. Medium and premium rice are not subject to 12 percent VAT,” he urged in a post on his personal Instagram account @zul.hasan today morning.
This clarification follows previous statements by Arief Prasetyo Adi, Head of the National Food Agency (Bapanas), who indicated that specialty rice might be subject to the 12% VAT rate.
“No, special rice is different [from medium and premium rice which are free from VAT]. We'll talk about that later,” Arief told reporters in Tangerang, Banten, on Sunday, December 22, 2024.
Bapanas manages the supply of essential food commodities, including medium and premium rice, ruminant meat, soybeans, shallots, garlic, and chilies, which are all exempt from the VAT increase. However, Bapanas does not manage specialty rice, leaving its VAT status subject to further discussion.
“For example, regarding meat, regular ruminant meat is okay (VAT-free). But when it comes to Wagyu, Kobe, and others, we have to discuss it,” Arief explained.
