16,000 Temporary Houses to Be Built in Aceh for Disaster Victims

TEMPO.CO, Jakarta - The government continues to accelerate the construction of temporary houses (huntara) in Aceh to accommodate disaster victims. According to interim data, the total planned temporary houses are expected to reach 16,294 units in 12 affected regencies/cities, with some already completed.

The Head of the Task Force for Rehabilitation and Reconstruction of the Aceh Region, Safrizal ZA, presented the latest recap regarding the construction of temporary houses (Huntara) and the disbursement of Waiting Housing Funds (DTH) after the flood and landslide disasters in Aceh.

A total of 16,294 Huntara units are planned throughout Aceh, and significant construction progress has been made in various regencies and cities. Out of the total, 3,248 houses have been completed, equivalent to 19.9 percent. "Meanwhile, the other 13,046 units (approximately 80.1 percent) are in the process of being built," said Safrizal in a written statement on Wednesday, January 28, 2026.

Safrizal emphasized that all field personnel are working hard to meet the construction target soon, given the urgent needs of victims still living in evacuation sites.

Up to now, 12 regencies/cities have submitted proposals for Huntara, and 16 regencies/cities have submitted proposals for DTH. Several regions have made outstanding progress in completing temporary shelters. Aceh Tamiang is the area with the most significant achievement, with around 1,000 units of Huntara already completed and about 1,600 units under construction.

This is followed by North Aceh with 829 units completed and about 3,400 units under construction, then Pidie Jaya with 222 units completed, Central Aceh with 275 units completed, and Bener Meriah which has completed 200 units out of the total planned hundreds of units.

Meanwhile, for the Waiting Housing Funds (DTH) scheme, the total recipients reached 8,047 households. Of this number, around 4,000 households have received DTH. Another 4,000 households are in the finalization process, which is dominated by opening accounts and field verification.

Previously, the Secretary of the Aceh Regional Secretariat, M. Nasir, stated that all administrative and technical obstacles related to the land for the construction of temporary houses and permanent housing (huntap) should be resolved soon.

"The status of land and land locations must be clean and clear. We target to resolve this issue soon, especially with Ramadan approaching; the certainty of housing for the affected residents must be clear," he said at a coordination meeting in Banda Aceh, yesterday.

According to M. Nasir, there are several challenges in the field regarding the construction of Huntara, such as residents rejecting the locations of Huntara or Huntap if they are considered not strategic. For example, in the Gayo Lues Regency, land is available for temporary housing, but it is not suitable for permanent housing. This is because it is too far from the center of activity.

Meanwhile, in the Langkahan District, North Aceh, the residents are requesting that Huntara and Huntap be built not far from their original village so that they can continue their social and economic activities as usual.

"We need to find solutions for regencies that are constrained by the availability of land. Whether there will be coordination with the Government of Aceh if new land procurement or purchase is necessary," said M. Nasir.

He also reminded that land acquisition schemes must be legally sound. He emphasized that a scheme without a certificate or just a Building Rights Over Land (HGB) above the Land Management Rights (HPL) is not the ideal long-term solution for the community.

"I urge the Land Agency and the Regional Housing Agency in Aceh to coordinate with the District/City Government and the National Land Agency to ensure the technical feasibility and legality of the land," he said.
