Amnesty to Be Declared Before Eid, Minister: Not Limited to Muslim Inmates

TEMPO.CO, Jakarta The government has decided to reduce the number of inmates who will receive amnesty after undergoing verification and assessment. Minister of Law Supratman Andi Agtas said Prabowo is expected to announce the pardon before Eid al-Fitr.

Despite its timeline proximity, the minister said the government’s pardon is unrelated to the religious holiday and thus will not limit it to Muslim inmates.

"That has been covered by remission, not amnesty, so it’s not specified for Muslim inmates only,” said Supratman when contacted on Tuesday, February 18, 2025.

Supratman mentioned that the Ministry of Law, through the Directorate of Criminal Law and the Directorate General of Corrections of the Ministry of Immigration and Corrections, is still conducting verification and assessment of prospective amnesty recipients. Thus, he said the current number of inmates is not final.

Once they are confident with the list of eligible inmates, the ministry will report to President Prabowo Subianto as the authorized party to grant amnesty. "We will certainly report it to Mr. President."

Earlier, Supratman stated that there were a total of 44,589 inmates eligible for amnesty. However, the number has been reduced to 19,337 after going through the verification and assessment stages.

Supratman ensured that corruptors are not eligible for the pardon. The categories of inmates eligible for amnesty, meanwhile, include political inmates for non-violent treason cases in Papua; inmates with prolonged illnesses, mental health disorders, or HIV/AIDS; inmates involved in ITE Law-related cases regarding insults against the head of state; and narcotics users who should have undergone rehabilitation.
