TEMPO.CO, JakartaA Hamas delegation arrived in Cairo on Tuesday, August 12, 2025, to discuss a 60-day ceasefire in Gaza. According to Anadolu, Egyptian media reported that the delegation, led by senior Hamas official Khalil al-Hayya, will meet with Egyptian mediators to review the proposal.

Cooperation with the US and Qatar

Egyptian Foreign Minister Badr Abdelatty said they are working with Qatar and the United States to revive the agreement. "We are currently making great efforts in full cooperation with Qatar and US," he stated during a press conference in Cairo on Tuesday.

Abdelatty explained that the talks aim to return to the original proposal for a 60-day ceasefire, the partial release of Israeli prisoners and Palestinian detainees, and the delivery of humanitarian and medical aid to Gaza without restrictions.

He said there is still an opportunity to reach a comprehensive agreement if there is goodwill and political will. He also accused Israel of committing genocide in Gaza and restricting humanitarian aid, which he said is pushing the enclave toward starvation.

Israeli Plan in Gaza

According to Middle East Eye, Egypt said the initiative emerged amid Israel's gradual re-occupation strategy, which was approved by the Security Cabinet last week.

The first phase of the plan includes evacuating about 1 million residents of Gaza City to the southern region, imposing a siege on the city, and attacking settlements. The second phase would involve capturing refugee camps in the central region, many of which have already suffered heavy damage from the war.

Egyptian news channel Al-Qahera News quoted an official source saying, "There are intensive Egyptian efforts and contacts with all parties to overcome differences in order to reach a temporary truce in Gaza."

Deadlock in Negotiations and New Initiative

The source said the Cairo talks aim to resume stalled negotiations since Israel and the United States withdrew their delegations from the Doha talks last month. The discussions also align with Egypt’s efforts to facilitate the delivery of humanitarian aid into Gaza.

Israel’s public broadcaster KAN reported that Hamas in Cairo discussed a new initiative involving the release of 50 Israeli citizens, both prisoners and corpses, in exchange for Hamas disarmament. Hamas has not yet commented on the report.
