TEMPO.CO, Jakarta - Indonesian Minister of Communications and Digital Technology (Komdigi) Meutya Hafid officially set age limits for children to access digital spaces. This limitation is stipulated in the Government Regulation (PP) on the Governance of Electronic Systems and Child Protection signed by President Prabowo Subianto on Friday, March 28, 2025.
According to Meutya, the age limit for children to access digital spaces is regulated based on several categories. The government sets the maximum age at 18 years, in accordance with the definition of a child stipulated in the law. "We do not apply a blanket rule. Because what our team considers is to look at the child's growth and development," she said at the Presidential Palace Complex, Jakarta, on Friday, March 28, 2025.
Meutya explained, low-risk platforms for children's development can be accessed independently from the age of 13. Then, platforms with content ranging from low to moderate risk to children's development can be accessed independently by children at the age of 16. Meanwhile, digital spaces with high risk which have a negative impact on children's development, can only be accessed independently by children at the age of 18.
Meutya stated that this regulation is different from other countries. The reason is that they prioritize local wisdom in every decision-making. Such as internet usage in Indonesia, and the behavior of internet users among children. "So, in the Government Regulation that we issued, it regulates according to the age of development and the risks of each platform," she said.
Meutya emphasized that this regulation aims to secure electronic system operators (PSE), not parents or children. Therefore, if there is a violation, the legal subjects are the PSE. According to Meutya, all electronic system operators (PSE) are obliged to comply with this regulation. Meutya is determined to take strong action against PSEs that violate and do not have a good commitment to child protection. "The sanctions include administrative sanctions ranging from warnings to the closure of the platform," she said.
Through this regulation, Meutya hopes that the rights of Indonesian children can be better protected. They can grow up well without being contaminated by inappropriate content such as pornography. "Because, without realizing it, with just one wrong click, a child can be exposed to inappropriate content. The child can become a victim of digital predators and exploitation in cyberspace," Meutya explained the urgency of child protection rules.
This regulation was enacted by President Prabowo Subianto and attended by dozens of school children. "By saying bismillahirrahmanirrahim, today, Friday, March 28, 2025, I, President of the Republic of Indonesia Prabowo Subianto, enacted the Government Regulation on the Governance of Electronic Systems in Child Protection, PP Tunas," said Prabowo at the Presidential Palace Complex, Jakarta, as seen through Youtube broadcast.
The Head of State agreed with all of the Minister of Komdigi's proposals. According to him, advanced countries have even intervened in children's activities in digital spaces. "So, this digital technology promises to bring rapid progress for humanity, but if not supervised and managed properly, it can also damage the foundations of community life, especially damaging the morals, psychology, and character of our children," said Prabowo.
