TEMPO.CO, Jakarta - Rejection of the newly proposed Criminal Procedure Code (KUHAP) Bill is ongoing. This afternoon, the Civil Society Coalition plans to hold a demonstration to voice their opposition to the bill.
Daniel Winarta, a representative of the coalition, said the protest would take place at the Pancasila Gate of the Parliament Complex in Senayan, Jakarta.
"The demonstration will begin at 01:00 PM at the Pancasila Gate, Parliament Complex" Daniel stated in a brief message on Tuesday, July 22, 2025.
According to Daniel, the protest aims to amplify the voices of various groups in society who have already expressed concerns about the proposed revisions to the Criminal Procedure Code. Participants in the protest will include students, non-governmental organizations, academics, and other civil society actors.
This afternoon’s demonstration will bring several demands, with the primary one being the rejection of the current draft of the KUHAP.
"The existing draft was created without public participation and still contains numerous problematic points, particularly in regard to human rights protections," Daniel explained.
The coalition is also calling on the legislature to restart the RKUHAP deliberations from scratch. "Dissolve the current drafting team and begin a participatory process from the beginning," Daniel added.
Earlier, on Monday, July 14, 2025, the coalition organized a public debate on the RKUHAP behind the House of Representatives building. They extended invitations to the Chairman of the House’s Commission III, Habiburokhman; Minister of Law, Supratman Andi Agtas; Deputy Minister of Law, Eddy Hiariej; and President Prabowo Subianto.
Muhamad Isnur, Chair of the Indonesian Legal Aid Foundation (YLBHI), criticized the RKUHAP drafting process as being rushed. He said this has led to widespread opposition from various groups.
"We object to a process that lacks meaningful participation," he said during a public hearing with Commission III in Central Jakarta on Monday, July 21, 2025.
Isnur also called on the House to withdraw the current draft, saying it requires further and more thorough deliberation. "Instead of continuing with the synchronization team, let’s take a step back," he suggested.
