TEMPO.CO, Jakarta - The 3.64 billion cyberattacks or traffic anomalies recorded in Indonesia from January to July 2025, which nearly surpass the total number in the past five years, paint a troubling picture of the country’s cyber vulnerability.
“The high number of attacks indicates a widening attack surface as technology advances rapidly, while our capacity to counter them is increasingly limited,” said Chairperson of the Indonesia Cyber Security Forum (ICSF) Ardi Sutedja on Friday, August 8, 2025.
Ardi cited several contributing factors, including incomplete regulations and weak law enforcement, such as the ongoing drafting of data security laws, poor inter-agency coordination, and ineffective sanctions.
He also pointed to the country’s rapid digital transformation, uneven cybersecurity infrastructure, low cyber literacy, and Indonesia’s strategic position in Southeast Asia as factors exacerbating the situation.
Citing a 2024 survey, Ardi noted that 60 percent of small businesses in Indonesia lack a dedicated information technology team, let alone protection against ransomware or DDoS attacks. “It’s like building a grand house without a door lock,” he said.
He stressed the need for the Cyber Security and Resilience (KKS) Law to strengthen legal protections, saying it would complement the existing Personal Data Protection (PDP) Law in tracking and prosecuting cross-border cybercriminals.
However, he warned that legal measures alone would not reduce attacks unless the public’s understanding of digital culture and risk awareness improves.
“To raise awareness, education must be creative and reach every layer of society,” Ardi said. “Cyber literacy programs should reach coffee shops, mosques, and schools in remote areas, not just through formal seminars, but also by sharing real stories, such as a mother losing her savings.”
Earlier, Deputy of Cyber Security and Crypto Operation at the National Cyber and Crypto Agency (BSSN) Bondan Widiawan reported that 83.68 percent of the 3.64 billion anomalies were malware-based attacks. Unauthorized access and system intrusions accounted for 4.32 percent, while system exploitation made up 0.64 percent.
“These figures show that cyber threats are not just potential risks, but a present reality—and they will remain challenging in the years ahead,” Bondan said.
