TEMPO.CO, Jakarta - Indonesia is accelerating efforts to regulate digital gaming content, with the Indonesian Game Rating System (IGRS) now being implemented across major global platforms including Roblox and Steam.
Roblox announced that it has officially adopted the IGRS age classification system for all games and content available in Indonesia, ensuring compliance with national standards, as cited by Antara. Chief Safety Officer Matt Kaufmann said the move aims to help users and families make informed decisions when choosing games.
“We are proud to collaborate with IGRS to provide age classifications that meet Indonesian standards. This helps players and families choose the most appropriate games for them,” he said in a statement in Jakarta.
Under the new system, Roblox users in Indonesia will see two classifications for each game. The first is the official IGRS rating, such as 13+, 15+, or 18+, while the second is Roblox’s own Content Maturity Label, which ranges from Minimal to Restricted. The latter serves as a global reference describing the type of content and is currently used to regulate user access.
Roblox said the initiative aligns with its commitment to comply with local regulations and collaborate with governments. The platform also plans to gradually align its system with global standards from the International Age Rating Coalition (IARC), potentially replacing its internal labels in the future.
Meanwhile, Sonny Hendra Sudaryana, Acting Director of Digital Ecosystem Development at Indonesia’s Ministry of Communication and Digital, welcomed the move, saying it would strengthen child protection in the digital space.
“This initiative aims to make it easier for parents to determine the most appropriate Roblox game content for their children,” he said.
The adoption of IGRS on Roblox follows an earlier policy requiring Facial Age Estimation for Indonesian users, introduced in January 2026.
Separately, IGRS has also been rolled out on Steam this April 2026, marking another milestone in Indonesia’s gaming regulatory framework. As reported by Gamebrott, games on the platform now display age-based classifications ranging from 3+ to 18+, as well as RC (Refused Classification) for content deemed unfit for distribution.
The integration, first announced in March, requires developers of new titles to submit rating information through the Steam Content Survey, while existing games are classified based on available data. Platform operator Valve Corporation may request additional information from developers to refine ratings.
However, the implementation has raised questions over inconsistencies in several game classifications. Popular titles such as PUBG: Battlegrounds received a 3+ rating under “Online Interaction” without mention of violence, while Dota 2 was categorized as 18+ due to elements including substance-related content and horror.
Other cases include Balatro, which carries a 3+ rating without detailed explanation, and Umamusume: Pretty Derby, labeled 18+ due to simulation or gambling-related elements. Meanwhile, Grand Theft Auto V (GTA V) has been classified as not fit for distribution, although it remains accessible for purchase in Indonesia.
Observers suggest the discrepancies may stem from incomplete data submissions or automated classification processes. Developers are allowed to submit self-assessments through the official IGRS platform to improve rating accuracy.
The simultaneous rollout of IGRS across Roblox and Steam reflects Indonesia’s broader push to standardize age-based content regulation in the rapidly growing digital gaming sector, while balancing user access, industry compliance, and child protection.
