Indonesia's 10 Provinces with the Highest Poverty Rates

TEMPO.CO, Jakarta - As of March 2025, the Central Statistics Agency (BPS) recorded 23.85 million people living in poverty in Indonesia. Compared to September 2024, this figure decreased by 0.2 million people or 0.1 percentage points, and compared to March 2024, it decreased by 1.37 million people or 0.56 percentage points.

According to official statistics from the BPS, number 63/07/Th. XXVIII, "Profile of Poverty in Indonesia," dated July 25, 2025, the highest percentage of impoverished individuals is in the Maluku and Papua Islands, at 18.9%. Meanwhile, Kalimantan Island has the lowest percentage, at 5.15 percent.

"However, in terms of numbers, most poor people are still in Java Island (12.56 million people). The lowest number of poor people is in Kalimantan Island (0.89 million people)," quoted from the statement by BPS in its report.

Based on their place of residence, the number of poor people in urban areas increased by 0.22 million from September 2024 to March 2025. Meanwhile, the number of poor people in rural areas during the same period decreased by 0.43 million people.

In terms of percentage, urban poverty increased by 6.66 percent to 6.73 percent. Meanwhile, the percentage of poverty in rural areas decreased to 11.03 percent, from the previous 11.34 percent.

Here are the top 10 provinces with the highest number of poor people in March 2025:

  1. East Java: 3,875,880 people.
  2. West Java: 3,654,740 people.
  3. Central Java: 3,366,690 people.
  4. North Sumatra: 1,140,250 people.
  5. East Nusa Tenggara: 1,088,780 people.
  6. South Sumatra: 919,600 people.
  7. Lampung: 887,020 people.
  8. Banten: 772,780 people.
  9. Aceh: 704,690 people.
  10. South Sulawesi: 698,130 people.

Meanwhile, the 10 provinces with the highest percentage of poor people in March 2025 are as follows:

  1. Papua Highlands: 30.03 percent.
  2. Central Papua: 28.9 percent.
  3. West Papua: 20.66 percent.
  4. South Papua: 19.71 percent.
  5. Papua: 19.16 percent.
  6. East Nusa Tenggara: 18.6 percent.
  7. Southwest Papua: 17.95 percent.
  8. Maluku: 15.38 percent.
  9. Gorontalo: 13.24 percent.
  10. Aceh: 12.33 percent.
