Indonesian Govt Increases State Teachers' Salaries, What About Private Teachers?

TEMPO.CO, Jakarta - Indonesian President Prabowo has announced the increase in teachers' salaries during the peak of the National Teachers' Day celebration on Thursday, November 28, 2024. The head of state believes that the key to the country's success lies in education, which directly involves teachers.

"I can convey that, even though we have only been in power for one month, we can announce that the welfare of teachers can be enhanced," said Prabowo when opening the National Teachers' Day at the Velodrome, Rawamangun, East Jakarta, on Thursday, November 28, 2024. What about private teachers?

Private teachers or non-Civil Servants (ASN) are also said to receive a salary increase. Minister of Basic and Secondary Education Abdul Mu'ti said that the salaries of teachers who are civil servants will increase by twice the basic salary.

In addition, the salaries of non-ASN teachers who have obtained teacher certification will also increase by Rp 2 million. This salary increase for teachers under the Ministry of Basic and Secondary Education will take effect in January 2025.

"All teachers will receive a salary increase. So, if ASN teachers will receive only a basic salary. This basic salary will of course vary according to their rank and so on," Mu'ti said at the Presidential Palace Complex, Central Jakarta, after a meeting with President Prabowo Subianto on Tuesday, November 26, 2024.

The General Secretary of Muhammadiyah's Central Board explained that the additional salary for non-ASN teachers amounting to Rp 2 million comes from the teacher certification program. This additional salary is separate from the salary provided by their respective schools.

Mu'ti confirmed that the salary increase applies only to teachers teaching within the scope of the Ministry of Basic and Secondary Education. "Those (teachers under the responsibility of) the Ministry of Religious Affairs are not included yet because they are not part of the quota in 2025. So, out of the 666,000 teachers, all are teaching in schools," he said.

According to the government's records, there are 1,932,666 certified teachers for 2025. This figure represents an increase of 650 certified teachers compared to 2024. The budget for the welfare of certified ASN and non-ASN teachers will increase to Rp 81.6 trillion in 2025.

During the 2024 presidential election campaign, Prabowo promised to raise teachers' salaries. Deputy Chairman of the Partai Gerindra's Board of Trustees Hashim Djojohadikusumo stated that Prabowo Subianto-Gibran Rakabuming Raka would increase teachers' salaries by Rp 2 million per month each year if elected as president and vice president for 2024-2029.

This promise was made during the 5th presidential candidate debate at the Jakarta Convention Center on February 4. Prabowo pledged to improve the welfare of civil servants, including teachers and TNI/Polri personnel. The Chairman of the Partai Gerindra stated that the improvement in civil servants' welfare would be achieved by increasing teachers' salaries.

However, the All-Indonesia Teachers Association (PGSI) believes that the welfare improvement scheme still does not meet the sense of justice for private teachers. Private teachers are part of Non-ASN teachers who serve in private schools and Islamic schools.

"If ASN teachers receive a welfare increase of 1 times the basic salary, which ranges from Rp 2 million to Rp 5 million per month, then private teachers feel unfair," said the Chairman of the PGSI's Honorary Board Soeparman Mardjoeki Nahali in an official statement on Friday, November 29, 2024.

Soeparman stated that certified private teachers who have not yet received equalization (Inpassing) have been receiving a professional allowance of Rp 1.5 million. With the government's increased scheme, they will only receive an allowance increase of Rp 500,000.

"Meanwhile, ASN teachers will receive a welfare increase of 1 times the basic salary, which is between Rp 2 million and Rp 5 million," Soeparman said.
