TEMPO.CO, Jakarta - The Indonesian government has proposed the cost of organizing the 2025 Hajj pilgrimage (BPIH) of Rp89 million per pilgrim, with each pilgrim bearing the cost of Rp55 million. This amount is lower than the amount previously proposed by the Ministry of Religious Affairs at Rp93.3 million.
This latest proposal was submitted by the Director General of Hajj and Umrah Organizers (PHU) of the Ministry of Religious Affairs, Hilman Latief, during a Hearing Meeting (RDP) with Commission VIII of the Indonesian House of Representatives at the parliament building, Jakarta, on Monday, January 6, 2025. "For BPIH, the cost of organizing the Hajj pilgrimage, after we have reviewed the rationalization, quality of service, and of course efficiency here and there, we are currently proposing Rp89,666,469.26," said Hilman.
The BPIH distribution scheme for Hajj departures in 1446 Hijri or 2025 AD is 62 to 38 percent. This scheme has changed from the previous proposal of the Ministry of Religious Affairs, which was 70 to 30 percent.
Each pilgrim will bear the cost of the hajj pilgrimage or Bipih of Rp55,593,201.57 from their own pocket. That amount covers 62 percent of the total BPIH. Meanwhile, the value of the benefits that each pilgrim gets from the government is Rp34,073,267.69 or 38 percent of the total cost of the hajj.
BPIH is divided into domestic costs of Rp7,852,639,065,492 and in Saudi Arabia Rp10,175,970,243,496. The government uses the assumption of an exchange rate of Rp16,000 per US dollar, and Rp4,266 per Saudi Arabian riyal.
There are 9 components included in the costs in the holy land, namely accommodation; consumption; transportation; services in Arafah, Musdalifah and Mina; protection; insurance premiums and other protection; guidance of pilgrims in Saudi Arabia; public services in Saudi Arabia; and management of BPIH.
Meanwhile, domestic costs include 13 components. The thirteen components are flights, accommodation, consumption, transportation, protection, services at embarkation or disembarkation, immigration services, insurance premiums and other protection, travel documents, living expenses, guidance of pilgrims in the country, public services in the country, and management of BPIH.
Minister of Religious Affairs Nasaruddin Umar previously proposed an average BPIH of Rp93,389,684.99, with 70 percent of the Bipih that needs to be borne by pilgrims amounting to Rp65,372,779.49. Meanwhile, the value of benefits borne by the government is only Rp28,016,905.5 or 30 percent of the total BPIH.
For comparison, the amount of BPIH in 2024 is Rp93,410,286, consisting of Bipih of Rp56,046,171 and benefit value of Rp37,364,114. With this portion, the amount of costs borne by the community is 60 percent and by the government 40 percent.
At the suggestion of Nasaruddin Umar, the Chairperson of the Working Committee (Panja) for Hajj Costs of Commission VIII of the Indonesian House of Representatives, Abdul Wachid, said that the cost of organizing the hajj pilgrimage or BPIH should be able to be reduced to below Rp90 million.
