TEMPO.CO, Jakarta - The Indonesia Ocean Justice Initiative (IOJI) presented the results of its study on Illegal, Unreported, and Unregulated (IUU) fishing by foreign fishing vessels. IOJI senior analyst Imam Prakoso said that Indonesia suffered a loss of Rp2.98 trillion due to fish theft in Natuna waters by 280 Vietnamese fishing vessels between May and December 2016.
"This is the figure generated by the 280 Vietnamese fishing vessels that stole fish in Indonesia," Imam said during a discussion on maritime security in Indonesia's waters and jurisdictional areas via the Zoom platform on Friday, November 22, 2024.
In his presentation, he explained the reasons why Vietnamese fishing vessels still target fish in the waters of Natuna, Indonesia. According to Imam, Vietnamese fishermen do so to meet the economic stock of fishery products in their country.
"Whether they like it or not, they (Vietnam) also target the surplus in Natuna. Many say that there is not enough fish in Natuna," he said.
However, Imam explained that the fishing conditions in Natuna waters do not have a high value or selling price. Nevertheless, he said, Vietnamese fishermen still target Natuna waters because they need small fish or seeds for feed for their farms.
He explained that the value of farming done by Vietnamese fishers is almost equal to the value of Indonesian capture fisheries for one year. However, Imam said the fish farming methods in Indonesia have similarities to those in Vietnam.
"The value of Vietnamese farming is almost equivalent to Indonesia's capture fisheries for one year, in 2023. So imagine our fishermen struggling to find fish all over Indonesia's Exclusive Economic Zone (EEZ), right?" he said.
According to him, fish farming in Vietnam can advance because there is always enough feed for farming. "Why can they (Vietnam) develop? Because their feed is sufficient. Sufficient from where? From small fish, from Natuna, if you want to know," Imam said.
