No News from Kohod Village Head After Viral Sea Fence Case, Absent from Bareskrim Summons

TEMPO.CO, Jakarta - The Head of Kohod Village, Pakuhaji District, Tangerang Regency, Banten, Arsin bin Asip did not attend the invitation for clarification sent by the National Police Criminal Investigation Unit regarding the sea fence case in Tangerang waters. The clarification was to complete information regarding the issuance of HGB and SHM certificates that were allegedly fake in the area.

"We have invited the village head (Arsin) but he has not attended. Of course, the invitation for clarification is an invitation. So it's up to him not to attend. But in principle, we have found a criminal act," said the Director of General Crimes at the National Police Criminal Investigation Unit, Brigadier General Djuhandhani Raharjo Puro at the National Police Headquarters, Tuesday, February 4, 2025.

The National Police Criminal Investigation Unit has finished conducting a case title for this case. Investigators found alleged criminal acts of forgery of letters or forgery of authentic deeds concerning the issuance of HGB and SHM certificates in Tangerang waters. Furthermore, the police will conduct an intensive investigation into this case until the suspect is found.

Investigators have examined witnesses consisting of ATR/BPN, the Ministry of Maritime Affairs and Fisheries, and the Bappeda of Tangerang Regency. Djuhandhani ensured that the investigation into the HGB and SHM forgery case in Tangerang waters was carried out professionally and transparently.

Djuhandhani stated that the investigation into this case requires checking through a forensic laboratory because it contains a case of document forgery. The results of statements from witnesses and documents obtained by investigators will be tested until the next case title is carried out.

"In principle, we have found a crime. If we have found a crime, we are ready to carry out the investigation. We are also ready to use coercive measures," said Djuhandhani.

Kohod Village Head Skips Work

Residents last saw Kohod Village Head Arsin bin Asip when he accompanied the Minister of Agrarian and Spatial Planning/State Land Agency (ATR/BPN) Nusron Wahid on Friday, January 24, 2025. Since then until Monday, February 3, 2025, Arsin never appeared in front of his residents.

Arsin was not at home. He disappeared with a Jeep Wrangler Rubicon and other luxury cars. When Tempo visited Arsin's house, only a white Honda Civic with the police number plate B 412 SIN was parked there, from a distance it could be read ARSIN.

Arsin also did not come to work at his office which is only 500 meters from the house. The figure of the Kohod Village Head is suspected of having disappeared from circulation after the sea fence case in Tangerang waters became a public discussion.

The Village Consultative Body (BPD) is said to not have the guts to reprimand Arsin as the head of Kohod Village regarding skipping work. The resident who asked to remain anonymous said that the BPD has nine members plus a chairman, deputy, and secretary.

The Kohod BPD chair, Agus, answered a phone call from Tempo. However, he said that he was in a meeting. "This is Tempo (on the phone call)," said Agus to someone on the sidelines of the meeting speakers.

Oman, a member of the Kohod DPD, said that he was also fighting for Kohod residents who had clearly lost their homes without compensation and whose names were used by Arsin to have their Building Use Rights (SHGB) and Business Identification Number (NIB) issued to the BPN. Oman stated that long before the sea fence was in the news, he had reported Arsin and Kohod Village Secretary Ujang Karta to the Corruption Eradication Commission (KPK) and the Ministry of Maritime Affairs and Fisheries (KKP).

When going to the KPK on September 10, 2024, Oman reported Arsin and Ujang Karta for alleged abuse of authority and irregularities with Tangerang Regency Government officials. The report to the KPK was related to the issuance of a Building Use Rights Certificate (SHGB) on 650 hectares of land and sea and alleged bribery by private individuals in managing the SHGB. "We hope that Mr. Arsin will be prosecuted because he is suspected of selling sea land," said Oman.
