TEMPO.CO, Jakarta - Police observer from the Institute for Security and Strategic Studies (ISESS) Bambang Rukminto said that demolition alone is not enough to resolve the 30.16-kilometer sea fence problem in the waters of Tangerang, Banten. The dismantling of the sea fence was continued on Wednesday, January 22, 2025.

"We must investigate who the mastermind is and who benefits from the case, if the government really wants to enforce order and protect its territory for the benefit of the people," he said in a written statement on Wednesday, January 22, 2025.

He said that the Marine and Air Police Corps (Polairud) is a unit responsible for the security and order of coastal and coastal communities, as well as enforcing the law in the area. "In the case of the sea fence, the police should have known from the start that there was a potential for a violation of the law related to the construction of the sea fence, but they ignored it," he said.

Bambang questioned why the police have not yet enforced the law. He emphasized that the Police must not remain silent when they see a violation of the law that is visible, by ignoring it for some reason.

He reminded that there were many Bhabinkamtibmas police personnel in the area, in addition to the Polairud unit who also patrolled regularly along the coast. "There was an environmental crime in the construction of the fence, there was a criminal act of falsifying permits, there were allegations of corruption involving officers related to the issuance of permits, changes in spatial planning, and the issuance of HGB (Building Use Rights) and so on," he said.

With these facts, said Bambang, it was enough for the police to immediately investigate the relevant parties. Including investigating the ranks who neglected to supervise the coastal and beach areas.

He explained that there were many parties in the case who had to be prosecuted. Starting from the mastermind, both from the corporation and the licensing agency, the operator, to the implementers in the field.

"The evidence is clear, there is an HGB issued by the BPN (National Land Agency), there is a sea fence that although some have been revoked, but a little can be left for evidence and so on," he said.

He said that Polairud personnel and the Kapolres must also be investigated, as those responsible for the area. In addition, according to him, the Police's Professional and Security Division (Divpropam) must also be investigated because they have neglected to maintain order in their region.

Bambang also touched on the newly formed Corruption Eradication Corps or Kortastipidkor Polri. According to him, the corps should be able to use this sea fence case as a test of their ability to uncover alleged corruption. "That is if they are professional as law enforcers and are not 'held hostage' by other interests," he said.
