Prabowo Forms Downstream-Energy Security Task Force, Bahlil to Lead

TEMPO.CO, JakartaPresident Prabowo Subianto formed a Task Force (Satgas) to accelerate Downstreaming and Resilience. The task force was formed to care for mineral and coal downstream, agriculture, and energy security.

Presidential Decree (Keppres) Number 1 of 2025 stipulated the formation of the Task Force for the Acceleration of Downstreaming and Resilience. The Presidential Decree was signed by President Prabowo Subianto in Jakarta on January 3, 2025. The task force will report directly to the president.

The Task Force was formed to realize downstream acceleration in minerals and coal, oil and gas, agriculture, forestry, and marine and fisheries to increase added value in the country.

The Task Force was also created to accelerate national energy security through the availability and needs of domestic energy from oil and gas, coal, and renewables.

In accelerating downstream industry, the task force will do several things. Among other things, encourage increased coordination of policy formulation with ministries/agencies or local governments. Then, formulate and set standards for prioritizing business activities, availability of financing and state revenue.

Then, map, propose, and determine business areas that have the potential to accelerate downstream and national energy security. The task force can carry out planning, changes, and utilization of land and sea spatial planning and acquisition and utilization of land or forest areas to accelerate downstream and national energy security.

Then, the task force is authorized to identify and recommend strategic projects for downstream and national energy security that can be financed by banks, non-bank financial institutions, and/or the state budget.

The task force is also authorized to provide recommendations for administrative action to the heads of ministries/institutions and/or local governments against officials/employees who hinder the acceleration of downstreaming and national energy security.

The Task Force will be chaired by Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia and has six representatives, namely the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board, Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, Minister of Agriculture, Minister of Forestry, Minister of Maritime Affairs and Fisheries, and Minister of State Secretary.

Meanwhile, there are also nine members consisting of the Minister of Law, Minister of Finance, Minister of Industry, Minister of State-Owned Enterprises, Minister of Environment/Head of the Environment Agency, Minister of Public Works, Minister of Trade; the Attorney General, and the Chief of the Indonesian National Police.

The task force will report directly to the president. The head of the task force is required to report at least once every six months.

"The Task Force reports the implementation of its duties to the President through the Chairperson of the Task Force at least 1 (one) time in 6 (six) months or at any time if necessary," Article 12 of the regulation reads.
